Foreword

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents".

Drafting.

This document is Part 2 of GB/T 37034 "Anti-counterfeiting in Avionics Process Management". GB/T 37034 has been published as follows.

part.

---Part 2: Management of electronic components from unauthorized distributors.

This document replaces GB/T 37034.2-2018 "Anti-counterfeiting in Avionics Process Management - Part 2: Electronic Products from Unauthorized Distributors".

Compared with GB/T 37034.2-2018, the main technical changes in "Management of Components" are as follows, apart from structural adjustments and editorial modifications.

---The risk assessment process has been modified, referencing SAEAS 6081 (see 4.5.5, 2018 version 4.5.5, Appendix B);

---The testing methodology has been modified, referencing the published and developing testing methodologies of SAEAS 6171 (see 4.5.8.3, 2018 version).

4.5.8.3, Appendix D);

---The relevant references to IEC 62668-1 in the terms and definitions have been changed (see 3.1, 3.2, and 3.1 and 3.2 in the 2018 edition).

This document is equivalent to IEC 62668-2:2019 "Aviational electronics process management - Anti-counterfeiting - Part 2: Counterfeiting from unauthorized distributors".

Management of electronic components.

The following minimal editorial changes have been made to this document.

---Removed items that were inconsistent with the domestic situation [mainly those involving the U.S. Defense Federal Procurement Regulations Supplement (DFARS)].

Introduction

Avionics companies have a responsibility to ensure that all flight equipment they produce has a projected product lifespan to guarantee public safety.

Mean time to failure (MTTF). When estimating product lifespan just before it enters flight use, it is assumed that all elements...

All components are brand new or considered unused. In the aerospace, defense, and high-reliability fields (ADHP), the "lifespan" has been consumed and malfunctions may occur.

GB/T 37034, the "Anti-counterfeiting in Aviation Electronics Process Management" series of standards, is designed to regulate the management of electronic components in the ADHP industry and ensure...

The technical standardization documents proposed for the use of related products will consist of two parts.

---Part 1: Avoidance of Counterfeit, Deceptive, and Recycled Electronic Components. The aim is to regulate the use of counterfeit, deceptive, and recycled electronic components within the ADHP industry.

Requirements for counterfeiting, recycling, and deceptive components, as well as for protecting the intellectual property rights of related products and services.

---Part 2: Management of Electronic Components from Unauthorized Distributors. The aim is to regulate the use of purchased electronic components within the ADHP industry.

Requirements regarding counterfeit, recycled, and deceptive components outside of authorized dealer networks.

This document combines the development and engineering applications of management technologies for avionics components both domestically and internationally, and references the compilation and revision of relevant domestic and international standards.

Regarding the order situation, referring to the IEC 62668 series standards, traceability analysis was conducted on electronic components originating from unauthorized distributors to formulate appropriate [measures].

Clauses related to risk analysis and loss mitigation procedures for components purchased from unauthorized distributors, tailored to my country's national conditions. Also includes provisions addressing counterfeit and substandard products.

Based on the characteristics of electronic components and combined with current testing methods such as electronic component screening and destructive physical analysis, a method suitable for non-authorized electronic components is developed.

This involves testing methods for authorized distributors' electronic components, thereby avoiding or reducing losses when using electronic components from unauthorized distributors.

3 Terms, Definitions and Abbreviations

3.1 Terms and Definitions

The following terms and definitions apply to this document.

The URLs for the terminology databases maintained by ISO and IEC for standardization are as follows.

3.1.1

Aftermarketsource (parts market supplier) A reseller may or may not have a contractual relationship with an original equipment manufacturer (OCM), and sometimes it also refers to a reseller with a contract with an OCM.

Secondary manufacturers of relationships.

Note. This reseller collects inventory of packaged and unpackaged components (wafers or silicon wafers) whose discontinuation dates have been published by OCM.

The components are resold at a certain profit to meet market demand for out-of-stock components.

[Source. IEC 62668-1:2024, 3.1.1] 3.1.2 broker Individuals or legal entities that act as service intermediaries between buyers and sellers.

Note. In the electronic components industry, distributors typically profit by sourcing and supplying discontinued or hard-to-find components, thus accumulating strategic value.

The inventory may be valuable or based on accumulated inventory from other distributors. Distributors operate within an international electronic component trading network.
