Scope

GB/T 36964-2018 is the English-translated version of 软件工程软件开发成本度量规范.

GB/T 36964-2018 specifies the methods and process for measuring software development cost. It covers the declaration of conformity, the items that make up software development cost and the measurement process, and a normative annex describes application scenarios in typical fields.

Building on SJ/T 11463-2013, it adds guidance on applying different functional size measurement methods, such as the COSMIC-FFP, Mk II, NESMA, FiSMA and IFPUG methods it references, and optimizes the workload adjustment factors; it does not include benchmark data or estimation models, which users take from those issued by the competent authorities.

It defines terms such as direct cost, indirect cost and development income, and applies to cost estimation, cost management, contract changes and contract preparation for software projects. It was issued on 28 December 2018 and has applied since 1 July 2019.

Foreword

This standard was drafted in accordance with the rules given in GB/T 1.1-2009.

Introduction

This standard introduces the application scenarios of typical application areas on the basis of SJ/T 11463-2013 "Software Development Cost Measurement Specification".

The application descriptions of different functional scale measurement standards have been added, and the workload adjustment factors have been optimized.

This standard does not include the various benchmark data and estimation models used in the software development cost measurement process, and various stakeholders are making When using this standard, the software cost measurement related activities should be carried out with reference to the latest benchmark data and estimation models issued by the authoritative department.

1 Scope

This standard specifies the methods and processes for software development cost measurement, including compliance statements, the composition of software development costs, and the measurement process. And application scenarios.

This standard applies to cost estimation, cost management, contract changes, and related contract preparation for software development projects.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Software development cost

The sum of the various resource costs that are required to reach the developer of the software project goal.

Note: Resources include people, money, goods and information.

3.2 Software development income

Development revenue from the client's delivery of software development work.

3.3 Direct cost

The sum of the various resource costs directly paid to achieve the goals of the software project.

Note 1. For direct materials and direct labor, which can be directly included in the cost of software projects.

Note 2. Rewrite GB/T 32911-2016, definition 3.4.

3.4 Indirect cost

It is related to achieving the software project goal, but the same investment can support the sum of the joint resource costs of more than one project.
