GB/T 36717-2018 is the English-translated version of 节能评估技术导则 尿素项目.
GB/T 36717-2018 gives the technical rules for the energy conservation assessment of urea fixed-asset investment projects.
It sets out what the assessment must contain and how it is prepared: defining an assessment scope that matches the investment and follows energy from purchase and storage through conversion, distribution and end use, including original facilities that an extension relies on, and collecting the basic data on the construction unit and the project.
It applies to new, rebuilt and extended urea projects and is used by the organizations that carry out energy assessments and by project owners. It refers to GB/T 31341 for the general assessment method, to GB 32035 for the energy consumption limit of urea and to GB 17167 and GB/T 28750 for metering and verification. It was issued on 17 September 2018 and has applied since 1 April 2019.

1 Scope
This standard specifies the content and requirements for energy conservation assessment of urea fixed asset investment projects.
This standard is applicable to new or modified or expanded urea fixed assets investment projects.

4 Energy Conservation Assessment Contents and Requirements
4.1 Preparation
4.1.1 Determining the scope of energy conservation assessment
The scope of energy conservation assessment should be consistent with the scope of investment construction and reflect the integrity of the project, covering energy purchase storage, processing conversion, and transportation. The entire process of distribution and terminal use.
When the reconstruction and expansion projects rely on the original project facilities construction, the energy consumption of the relevant facilities of the original project should also be included in the assessment scope.
The organization undertaking the energy conservation assessment shall fully communicate with the construction unit, clarify the boundary of the energy use system of the project, and determine the scope of energy conservation assessment.
4.1.2 Collecting basic information
Collect basic data of urea project, including.
a) Basic situation of the construction unit.
