GB/T 36675-2018 is the English-translated version of 节能评估技术导则 公共建筑项目.
GB/T 36675-2018 is the Chinese national technical guideline for energy conservation assessment of public building projects. It sets out the methods and requirements for assessing the energy use of fixed asset investment projects for new, rebuilt or extended public buildings, that is, buildings where people carry out public activities.
The assessment calculates, analyses and evaluates whether the planned energy use is reasonable against energy conservation regulations and standards, and proposes measures for using energy better.
It builds on the general energy assessment guideline GB/T 31341 and relies on the rules for comprehensive energy consumption calculation, energy metering, energy management systems, public building energy efficiency design and building energy consumption data collection. It was issued on 17 September 2018 and has applied since 1 April 2019.

1 Scope
This standard specifies the methods and requirements for energy conservation assessment of public building projects.
This standard is applicable to the energy conservation assessment of public construction fixed asset investment projects for new or modified or expanded public buildings. Photo execution.

3.1 Energy conservation assessment
Calculate, analyze and evaluate the scientific rationality of the energy use of the proposed fixed asset investment project according to energy conservation regulations and standards and the process of proposing countermeasures and measures for energy optimization utilization.
