Scope
GB/T 36351.1-2018 is the English-translated version of 信息技术 学习、教育和培训 教育管理数据元素 第1部分：设计与管理规范.
GB/T 36351.1-2018 is Part 1 of the Chinese standard on educational management data elements and covers how those elements are designed and managed. It sets out how an element is represented through its basic attributes, grouped into identification, definition, relationship, representation, management and additional classes.
It then gives the design methods: extracting attributes, classification and naming rules, data types and formats, identifier assignment and the rules for writing definitions.
A further clause covers registration and management, from the submission and registration authorities to the submission, review and maintenance of elements. Part 2 of the series deals with common data elements.
Educational institutions and education administrations use it to compile data element catalogues and to register and maintain elements. It was issued on 7 June 2018 and has applied since 1 January 2019.

This part is the first part of GB/T 36351.
This part is drafted in accordance with the rules given in GB/T 1.1-2009.
1 Scope
This part of GB/T 36351 specifies the structure of educational management data elements, the representation of educational management data elements and attributes Extract rules and methods, and give a maintenance management method for education management data elements.
This section applies to educational institutions and educational administrations to compile various data element catalogues and to register and maintain data elements. The management mechanism provides guidance.
