Foreword

GB/T 36147 "Supply Chain Security Management System Electronic Port Clearance (EPC)" is divided into two parts.

This part is the first part of GB/T 36147.

This part is drafted in accordance with the rules given in GB/T 1.1-2009.

This section uses the translation method equivalent to ISO 28005-1.2013 "Supply Chain Security Management System Electronic Port Clearance (EPC)

Part 1. The message structure.

1 Scope

This part of GB/T 36147 specifies the conceptual system design, basic transaction requirements, message requirements, and requirements for electronic port customs clearance message structure.

New data type.

The EPC in this section includes the actions of the user (captain, ship agent or shipowner) when submitting electronic data to the corresponding agency.

The agency approves or rejects the entry and exit of the ship.

Appendix A provides implementation recommendations for a single window (SW). Appendix B recommends a method for developing SW.

The Extensible Markup Language (XML) message structure defined in this section is used for the transmission of information between ships or their agents and specific institutions.

These specific agencies are responsible for handling applications for customs clearance at ships. For information to be transmitted, see the Convention on Internationally Convenient Maritime Transport (FAL Convention).

And the provisions of the relevant documents in ISO 28005-2. These message structures are primarily used for data transfer between machines.

This section applies to basic solutions that support customs clearance requirements to complex systems that facilitate wider collaboration between ships and port agencies.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1

Confirmation of acknowledgement

Final approval message issued by the agency regarding the approval or rejection of the application.

3.2

Authority

The subject of acting in accordance with the laws of the port state.

3.3

Undo cancelation

A message sent by a ship to a single window to cancel a previous application.

Note. In the case of an application for port clearance at the port, all applications related to the port stop are withdrawn.

The port authority and the user exchange electronic messages through a single window to achieve customs clearance at the port.
