Scope
GB/T 3533.2-2017 is the English-translated version of 标准化效益评价 第2部分:社会效益评价通则.
GB/T 3533.2-2017 is the second part of the Chinese national standard on the evaluation of the benefits of standardization and deals with social benefits.
Clause 1 states that this part specifies the evaluation principles and the evaluation process for the social benefits of standardization, and that it applies to the evaluation and calculation of the social benefits of implementing standards; no exclusion is stated.
The contents page runs from 1 Scope and 2 terms and definitions through an evaluation principles clause, 4 Evaluation process, 5 determination of the evaluation objectives, a clause on the construction of the evaluation index system with its design principles, its establishment and the basic requirements for setting indices, and 7 evaluation methods and the basis for determining them, with the evaluation of the social benefits of standardization, the determination of weight and the evaluation of the index layer, of the criterion layers and of the target layer.
It continues with a clause on data collection and the analysis of evaluation results, a clause on writing the evaluation report with its basic requirements and content range, and 10 Evaluation results Application, closing with three informative appendices, A an example of an index system table, B the main subjective weighting methods and C the main objective weighting methods, and a reference list; the index does not print the numbers of the clauses on evaluation principles, on the index system, on data collection and on the evaluation report, although the body shows the first of them as clause 3.
Clause 2 defines the social benefit of standardization as the positive role the implementation of standards plays in social development and in energy conservation and environmental protection, or the benefits arising from it, and goes on to define evaluation, noted as being either a stage evaluation or a final one, the qualitative index, the quantitative index and the four levels of the index structure: the target layer as the final result of the evaluation, the criterion layer as its primary evaluation content reflecting the characteristics of the target layer, the sub-criterion level as the secondary content reflecting the characteristics of the criterion layer, and the index layer as the main indicators reflecting the characteristics of the sub-criteria.
This part carries no normative references clause.
Clause 3 opens by saying that the evaluation of the social benefits of standardization should take full account of the development of modern science and technology and of China's national conditions, and the draft breaks off in the middle of that sentence, so none of the process clauses is shown in text.
The foreword records that GB/T 3533 is divided into two parts, the first on the general principles of economic benefit evaluation and this one on the general principles of social benefit assessment, notes that some of the contents may involve patents without the issuer being responsible for identifying them, and states that the part was proposed by and is administered by the National Standardization Principles and Methods Standardization Technical Committee (SAC/TC286), with the China Standardization Research Institute among the drafting units.
The page declares no replaced edition, although its own version list marks GB/T 3533.2-1984 as obsolete; this part was issued on May 12, 2017 and has applied since December 1, 2017.
