GB/T 33492-2024 is the English-translated version of 二手货交易市场经营管理规范.

GB/T 33492-2024 is the Chinese national standard covering the marketplace where used goods change hands and the company that runs it — the legal standing and the trained, certified staff, the siting against the city's commercial network plan, the operating environment and facilities, the management system covering admitted traders, the goods, the prices and the service, the value-added services an operator may extend, and the confirmation method that grades how well the place is actually run. The 2017 rules stopped at running the market; this edition adds a chapter of value-added services and a method for grading the operator. It replaces GB/T 33492-2017, under the Ministry of Commerce. In force from 31 December 2024. Issued on 31 December 2024, it has been in force since 31 December 2024, replacing GB/T 33492-2017.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document replaces GB/T 33492-2017 "Rules for the Management of Second-hand Goods Markets" and is consistent with GB/T 33492-2017.

In addition to structural adjustments and editorial changes, the main technical changes are as follows.

— Changed the scope of application (see Chapter 1, Chapter 1 of the 2017 edition);

— The terms and definitions of "second-hand goods", "second-hand goods market" and "investment invitation system" have been deleted (see 3.1, 3.2 and 3.3 of the 2017 edition), and "second-hand goods" have been added.

The terms and definitions of "second-hand goods trading market", "second-hand goods trading market operating organization" and "operating entity" (see 3.1, 3.2 and 3.3);

— Combine "operating environment requirements and facility and equipment requirements" into "basic requirements", and make changes to "organization, personnel, site selection, operating environment, facilities and equipment requirements" The relevant requirements are put forward for "facilities and equipment" (see Chapter 4, Chapter 4 and Chapter 5 of the 2017 edition);

— Change "operation and management requirements" to "management requirements", and make changes to "management system, business entity management, second-hand goods management, price management, Service Management" and other related requirements (see Chapter 5, Chapter 6 of the 2017 edition);

— Added a chapter on "Service Expansion Requirements" to set requirements for operators to provide relevant value-added services (see Chapter 6);

— Added a chapter on "Confirmation Methods" to set out assessment requirements for the level of business operations of operating organizations (see Chapter 7).

1 Scope

This document stipulates the basic requirements, management requirements, service expansion requirements and verification methods for the second-hand goods trading market.

This document is applicable to the management and operation of various second-hand goods trading market operators. Online second-hand goods trading platforms can use it as a reference.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1

It mainly deals in second-hand goods, provides regular and open transactions for buyers and sellers, and provides a fixed place for related services and management.

3.2

An institution responsible for the operation, management and daily maintenance of the second-hand goods trading market.

3.3 Business entity

Legal entities and individual businesses that engage in second-hand goods business or provide related services in the second-hand goods trading market.

4 Basic Requirements

4.1 Organization

4.1.1 It should have legal person qualifications, conduct relevant business in accordance with laws and regulations, and follow the relevant management systems established.

4.1.2 Standards of operating and management behavior for staff should be established and implemented.

4.2 Personnel

Practitioners should receive relevant business training and pass the assessment before taking up their posts. Practitioners in special positions should have corresponding qualification certificates.

4.3 Site Selection

4.3.1 Newly built second-hand goods trading markets should comply with the local urban construction planning and commercial network planning requirements.
