1 Scope

GB/T 33290.31-2024 covers jewellery in the export inspection series. Jewellery sits awkwardly between two regimes: as an object it may be a cultural relic subject to export control, and as material it is gold and gemstones with a market value that has nothing to do with its age. The two pull in opposite directions at a border. Antique jewellery is also the category most often altered - restrung, reset, repaired, with stones replaced and mounts remade - so the piece presented for inspection may combine elements of several dates, and the examiner has to decide what the object is before deciding whether it may leave. This part establishes the review procedure for exporting jewellery cultural relics and specifies the requirements for determining the category, determining the age, assessing the value and forming the review conclusion, with the corresponding verification methods. Under ICS 97.195 and CCS Y88, it is written for the cultural relics export appraisal stations, for customs, and for the jewellery trade, auction houses and private owners who need to know how a piece will be assessed before they present it.

This document establishes the review procedures for the export of jewelry cultural relics, and stipulates the requirements for category determination, age determination, value assessment and the formation of review conclusions. The corresponding verification method is described. This document is applicable to the review of jewelry and cultural relics leaving the country. This document does not apply to the review of temporary entry and re-entry of cultural relics or temporary exit of cultural relics.

The review of the entry and exit of cultural relics is an important measure for my country to strengthen the protection of cultural relics and prevent the loss of precious cultural relics.
