1 Scope

GB/T 33290.28-2024 covers personal ornaments in the export inspection series - the objects worn on the body or hung from the belt: pendants, plaques, buckles, hairpins, seals and the jade and metalwork that go with them. They present the examiner with a particular difficulty. They are small and portable, which is what makes them the category most often carried out of the country in a suitcase; they are made of materials, jade above all, that have been worked continuously for thousands of years using techniques that changed slowly; and archaic forms have been deliberately revived in every later dynasty, so an object made in the Qing in imitation of a Zhou original is a genuine antique of one period pretending to be another. This part establishes the review procedure for ornamental cultural relics intended for export and specifies the requirements for category determination, age determination, value assessment and the formation of the review conclusion, with the corresponding verification methods. Under ICS 97.195 and CCS Y88, it is for export appraisal stations, customs, and the jade and antiquities trade.

This document establishes the review procedures for the export of ornamental cultural relics, and stipulates the requirements for category determination, age determination, value assessment and the formation of review conclusions. The corresponding verification method is described. This document is applicable to the review of the export of ornamental cultural relics. This document does not apply to the review of temporary entry and re-entry of cultural relics or temporary exit of cultural relics.

The review of the entry and exit of cultural relics is an important measure for my country to strengthen the protection of cultural relics and prevent the loss of precious cultural relics. The Ministry of Culture and Tourism and the State Administration of Cultural Heritage have successively issued the "Regulations on the Administration of the Examination and Approval of the Entry and Exit of Cultural Relics" and the "Standards for the Examination and Approval of the Exit of Cultural Relics". To ensure the effectiveness of the implementation of these management regulations and improve the standardization of the review of cultural relics leaving the country, In order to improve the standardization and work efficiency, the State Administration of Cultural Heritage proposed and organized the formulation of GB/T 33290 "Standards for the Examination and Approval of Cultural Relics to be Exported Abroad".
