GB/T 33290.25-2024 is the part of the export inspection series covering Chinese painting and calligraphy. Cultural relics leaving China are examined at the border, and the examiner has to make a decision that is both consequential and time-limited: whether the object may leave at all. For painting and calligraphy the judgement is unusually difficult. Works are on paper or silk, frequently unsigned or bearing an attribution that is itself the question, and the same brush conventions were practised continuously across centuries, so a competent later work can resemble a much earlier one. Value in this field is also bound up with the artist rather than the material. This part establishes the review procedure for exporting Chinese painting and calligraphy and specifies the requirements for determining the category, determining the age, comparing against the lists of artists whose work is restricted, assessing value, and forming the review conclusion, with the corresponding verification methods. Under ICS 97.195 and CCS Y88, it is written for the cultural relics export appraisal stations and their expert appraisers, for customs, and for the auction houses, dealers and collectors who need to know in advance how a work will be treated.

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part

1.Structure and drafting rules for standardization documents" Drafting is required. This document is part 25 of GB/T 33290 "Specifications for the Examination and Approval of Cultural Relics Exported from the Country". GB/T 33290 has published the following parts. Part

This document establishes the review procedures for the export of Chinese paintings and calligraphy cultural relics, and stipulates the classification, age, list comparison, and value assessment. and the requirements for the formation of audit conclusions, and describes the corresponding verification methods. This document is applicable to the review of the export of Chinese paintings and calligraphy cultural relics. This document does not apply to the review of temporary entry and re-entry of cultural relics or temporary exit of cultural relics.

3 Terms and definitions

The terms and definitions defined in GB/T 33290.1 apply to this document.

4 Audit Procedure

The review procedure shall comply with the relevant requirements of GB/T 33290.1, and the export review of Chinese paintings and calligraphy cultural relics shall be carried out according to the following procedures. Category determination;

b) List comparison;

c) Value assessment;

d) The audit conclusion is formed. e)

5 Category determination

5.1 Determination requirements The applicant should check the application materials submitted by the carrier or applicant, verify the actual object, and select the applicant based on the content of the picture, the brushwork technique, the decoration form and other characteristics. Preliminary determination of the category of items to be declared for export. If they are Chinese paintings and calligraphy cultural relics, they will be reviewed in accordance with the requirements of this document.

5.2 Information Records

5.2.1 The name, texture, size, quantity and category of the articles declared for export should be recorded.

5.2.2 A full-length photo of the items to be declared for export should be retained. The photo should clearly reflect the typical features of Chinese painting and calligraphy, with a resolution of no less than 12 million.

The review of the entry and exit of cultural relics is an important measure for my country to strengthen the protection of cultural relics and prevent the loss of precious cultural relics. The Ministry of Culture and Tourism and the State Administration of Cultural Heritage have successively issued the "Regulations on the Administration of the Examination and Approval of the Entry and Exit of Cultural Relics" and the "Standards for the Examination and Approval of the Exit of Cultural Relics". To ensure the effectiveness of the implementation of these management regulations and improve the standardization of the review of cultural relics leaving the country, In order to improve the standardization and work efficiency, the State Administration of Cultural Heritage proposed and organized the formulation of GB/T 33290 "Standards for the Examination and Approval of Cultural Relics to be Exported Abroad".
