Scope
GB/T 30012-2013 is the English-translated version of 城市轨道交通运营管理规范.
GB/T 30012-2013 sets out the overall requirements for the operation of urban rail transit systems together with the basic requirements that apply to train operation organization, passenger transport organization, rolling stock and depots, facilities and equipment, civil engineering works, personnel and safety management. Its stated field of application is the operation management of urban rail transit, understood in Clause 3 as public passenger transport carried on dedicated guided tracks and covering metro, light rail, monorail, tramway, magnetic levitation, automated guideway and suburban rapid rail systems. Clause 4 places on the operating company the duty to hold the relevant operating permit, to set up departments for train operation, passenger service, equipment maintenance and safety management, to staff every post with qualified personnel, and to keep written rules for safety, train operation, passenger service, equipment operation and maintenance, station and depot management and emergency response. The same clause fixes the units in which ten daily and annual operating indicators are counted and reported to the competent authority. Clause 5 then develops the rules for dispatching, station work, depot movements and train driving, including the procedure to follow when signalling equipment fails and telephone block working replaces the basic block system.

3 Terms and definitions
3.1 urban rail transit: urban public passenger transport system running on dedicated guided tracks, including metro systems, light rail systems, monorail systems, tramways, magnetic levitation systems, automated guideway transit systems and suburban rapid rail systems. The definition is taken from GB 50490-2009, definition 2.0.1.
3.2 operation company: enterprise that carries on the business of operating urban rail transit.
3.3 operation management: the work carried out by the operation company, covering train operation organization, passenger transport organization and service, operation and maintenance of facilities and equipment, management of stations and depots, operation and maintenance of civil engineering facilities, and safety management.
3.4 train operation: activity of organizing the running of trains according to the train diagram, using the facilities and equipment of the urban rail transit system.
3.5 degraded condition: state in which, because of train delay, short blockage of a section, heavy passenger flow, equipment failure or similar causes, trains cannot run normally to the train diagram, but the lives of passengers are not endangered and vehicles and other equipment are not seriously damaged, and the whole system can be kept running to a lowered standard.
3.6 emergency condition: state in which a natural disaster or a public health, public security or operational emergency has caused, or may cause, an accident or serious damage to facilities and equipment, so that all or part of the urban rail transit system cannot be kept running.
3.7 emergency command center: emergency rescue place with communication and command functions, responsible for directing the handling of urban rail transit operating emergencies.
3.8 service period: time during which urban rail transit service is provided to passengers, that is the time between the departure of the first train and the departure of the last train from the originating station in one direction of a line.
3.9 passenger service personnel: personnel responsible within the station for ticketing service, safety patrol, maintenance of order and guidance of passengers.
3.10 train driver: person holding the qualification for driving urban rail transit trains and working in a train driving post.
3.11 controller: person holding the qualification for urban rail transit dispatching work and working in a dispatching post, mainly train controllers, power controllers, environment control controllers and maintenance controllers.
3.12 station administrator: person holding the qualification for urban rail transit station work and engaged in the control of station equipment and the monitoring of train running.
3.13 other personnel: mainly engineering vehicle drivers, special equipment operators, signal box attendants, and personnel engaged in equipment repair and in operation and maintenance.
4 General requirements
4.1 The operation company is to obtain the corresponding operating permit in accordance with the relevant provisions.
4.2 The operation company is to guarantee safe, orderly and efficient operation of the urban rail transit system and to provide passengers with safe, punctual, convenient and comfortable service.
4.3 The operation company is to set up a sound organizational structure with departments for train operation organization, passenger service, maintenance of facilities and equipment and safety management; the duties of each department are to be clear, the division of work reasonable and the interfaces close, and workable operating and management procedures are to be drawn up.
4.4 The operation company is to staff its production, technical and management posts with people holding the corresponding post qualifications, and to establish post responsibility so that staffing levels are reasonable and responsibilities are carried through.
4.5 The operation company is to establish sound rules and operating methods for safety management, train operation organization, passenger transport organization and service, operation and maintenance of facilities and equipment, management of stations and depots, and emergency plans.
4.6 The operation company is to pay attention to environmental and ecological protection and to promote energy saving technology.
4.7 The operation company is to set up an asset management system, to strengthen asset management, to control risk and to reduce cost.
4.8 The operation company is to compile statistics for its principal operating indicators in the following units: annual passenger volume in million passenger trips per year; daily passenger volume in million passenger trips per day; annual operating mileage in train-kilometres per year; daily operating mileage in train-kilometres per day; annual number of train runs in ten thousand train runs per year; annual operating revenue in million yuan per year; annual ticket revenue in million yuan per year; annual business revenue in million yuan per year; annual total operating cost in million yuan per year; annual electricity consumption in ten thousand kilowatt-hours per year.
4.9 The operation company is to compile the above operating indicators and report them to the competent authority.
5.1 Train operation organization - general requirements
5.1.1 Train operation organization is to be centrally managed, uniformly commanded and made the responsibility of each level in turn.
5.1.2 Train operation organization work is to be carried out on a 24 h basis.
5.1.3 The operation company is to draw up train operation organization schemes for normal conditions, degraded conditions and emergency conditions.
5.1.4 The operation company is to draw up rules for train operation organization and, according to the way the line is closed off, its extent, the line conditions and the equipment conditions, the corresponding detailed rules; train operation work follows those rules and detailed rules.
5.1.5 Under normal conditions urban rail transit trains are to be operated on a double track, single direction basis.
5.1.6 The operation company is to lay down train running speeds and to organize train running at the speeds laid down; the running speed is not to exceed the highest permitted running speed.
5.1.7 Train operation time follows Beijing time, is counted from zero hours and uses the 24 h system; the operating day is divided at zero hours, and train operation formalities completed before zero hours remain valid after zero hours.
5.2 Train operation dispatching
5.2.1 According to the scale of the operating line network, the operation company is to set up one or more operation control centres to carry the daily dispatching command of operations.
5.2.2 According to operating needs, the operation company is to set up the posts of the operation control centre reasonably, to make the duties and skill requirements of each post clear, and to draw up a work plan and a work flow for each post.
5.2.3 On the basis of the design capacity of the line, the passenger flow demand and the technical conditions of the equipment, the operation company is to prepare the train diagram, making clear the number of trains run, the times of the first and last trains, section running times, station dwell times, turn-back times and other parameters, together with speed restrictions and train routing.
5.2.4 The operation company is to adjust and optimize the train diagram in good time according to the travel patterns of passengers along the line and their changes, and to the running of trains on other related lines of the network.
5.2.5 Train operation dispatching is normally organized in two command levels, the second subordinate to the first; the first level comprises the duty manager of the operation control centre, the train controller, the power controller, the environment control controller and the maintenance controller, the second level the station administrators and the depot controllers. Each post works to its duties and follows the co-ordination and command of the duty manager of the operation control centre.
5.2.6 The duties of the operation control centre staff include the following: the duty manager is responsible for unified co-ordination and management, for completing dispatching command tasks and for resolving problems arising in operation, and under degraded and emergency conditions decides on and organizes the carrying out of emergency response schemes; the train controller organizes train operation work on the main line and the auxiliary lines; the power controller monitors the power supply equipment of the main line and the depot and manages construction work on the power supply system; the environment control controller carries out central monitoring of the fire alarm system and central monitoring of the station environment control equipment and the tunnel ventilation system; the maintenance controller organizes the inspection, maintenance and construction work on facilities and equipment at stations and on the main and auxiliary lines.
5.2.7 Train dispatching work follows these basic rules: orders and verbal instructions directing the running of trains may be issued only by the train controller; when the train controller issues an order it is passed on at the station by the station administrator or a designated person and in the depot by the depot controller; when the train controller issues a dispatching order to the station administrators of several stations at once, one of them is designated to repeat it back and the others check it, so that there is no error.
5.2.8 The train controller is to: check how each station is carrying out the train diagram and the related construction plans and issue train orders and verbal instructions in good time, having first ascertained the situation on the ground; direct train running strictly to the train diagram and, when a degraded or emergency condition arises, act promptly and accurately according to the plans so as to safeguard operating safety; monitor the arrival, departure and section running of trains and deal promptly and accurately with problems that arise, so as to prevent train running accidents; and where necessary authorize degraded control so as to keep train running safe.
5.2.9 When signalling equipment fails and cannot be used normally, the train controller issues a dispatching order to stop the basic block system and to organize train running by telephone block, the driver driving in manual mode, and the following requirements apply: before issuing the order to stop the basic block system and to use telephone block, the train controller confirms that all trains within the telephone block section have stopped and that all sections within it are clear; the station administrator records in the train log the acceptance of the block, the clearing of the station line by the train and the cancellation of the block; the station administrator fills in the line ticket accurately and, after confirming it and affixing the station name stamp, hands it to the driver as the authority to move; a train occupies a section on the strength of the line ticket and only one train is allowed in a section; the train controller may cancel telephone block only after confirming that the equipment has returned to normal and that testing has been completed; the train controller first issues the order cancelling telephone block to the stations and then issues the order cancelling telephone block to the drivers.
5.2.10 In the event of fire the controllers act according to the emergency plan as follows: the environment control controller puts the corresponding ventilation and smoke extraction mode into effect; the train controller directs train running, evacuates passengers in good time and adjusts the running of following trains; the power controller cuts off traction current and equipment current, secures the power supply of the smoke extraction system and watches the state of the power supply equipment and cables so as to prevent electric shock to passengers; the maintenance controller starts emergency repair work.
5.2.11 If a fire occurs while a train is in a section and the train can continue to run, it is to run on to the nearest station and passengers are to be evacuated in good time; if the train cannot continue and is forced to stop in the section, the driver organizes the evacuation of passengers on the spot according to the dispatching order.
5.3 Station train operation organization
5.3.1 Station train operation work includes monitoring the working state of train operation equipment, collecting information and reporting it to the operation control centre, carrying out the train controller orders to adjust train running, and carrying out interlocking measures with the driver.
5.3.2 The operation company is to draw up detailed station train operation rules, whose content includes the use and management of the station technical equipment, the reception and dispatch of trains, shunting and the related passenger service work organization, the technical work procedures and the working times, with the station track layout, the interlocking tables and the position of the sectioning insulators of the contact line or contact rail appended as technical documents.
5.3.3 The station is to extract from the detailed station train operation rules the parts relating to each specialized post and distribute them; station staff concerned with train operation observe those detailed rules.
5.3.4 The station works on a graded responsibility system, normally divided into station master, duty station master, station administrator and station passenger service personnel.
5.3.5 The station master exercises local management authority at the station on behalf of the operation company and is to: organize and lead the station staff in their work and draw up the station work plan according to the work objectives and requirements; take full responsibility for safety management at the station, organize station safety publicity, safety education and safety inspection at regular intervals and carry through the rectification measures for hidden safety perils at the station; take full responsibility for passenger service work at the station and supervise and guide the station passenger service personnel in providing good service to passengers.
5.3.6 The duty station master works under the station master and is to: organize the staff of the shift in their work and report on the work to the station master according to the procedure; take charge of the operating organization work of the station during the shift, follow the command of the controllers of the operation control centre and organize the carrying out of the relevant dispatching orders; take charge of safety work during the shift and, when an emergency arises at the station, take measures in good time according to the emergency plan and the instructions of higher levels; take charge of service work during the shift and supervise and guide the station passenger service personnel; take charge of patrolling and checking the state of the station facilities and equipment and deal with and report faults and abnormal situations in good time.
5.3.7 The station administrator works under the duty station master and is to: carry out station train operation work, follow the command of the controllers of the operation control centre and carry out the relevant dispatching orders; operate and monitor the facilities and equipment related to station train operation, watch passengers boarding and alighting, keep track of the passenger flow at the station and, when a fault or an abnormal situation is found, contact the controller in good time and deal with it and report it according to the relevant procedure; take charge of the registration of construction work at the station and of construction safety management; take charge of recording handover matters and other matters that need to be recorded.
5.3.8 The station is to set up posts for ticket selling, concourse patrol and platform patrol, and the duties of the station passenger service personnel are as follows: ticket sellers sell tickets, handle ticketing matters concerning passengers, fill in the ticket returns and manage the spare parts of the equipment in the ticket hall; concourse patrol staff patrol the fire fighting equipment, passenger information equipment, automatic fare collection equipment, signs and markings, lighting equipment, lifts, escalators and other service facilities and equipment in the concourse area and watch for suspicious objects, pay attention to passengers entering and leaving the station and offer service in good time to passengers who need it; platform patrol staff patrol the fire fighting equipment, passenger information equipment, signs and markings, lighting equipment, lifts, escalators, the state of the platform screen doors (safety doors), the platform waiting seats and other service facilities and equipment in the platform area and watch for suspicious objects, receive and dispatch trains according to the platform rules, watch the running state of trains and the waiting, boarding and alighting of passengers, remind passengers to be careful, guide passengers, deal in good time with emergencies occurring in the platform area and offer service in good time to passengers who need it.
5.3.9 When the station dwell time of a train exceeds the time laid down, the station administrator reports it to the train controller.
5.3.10 When a train performs a turn-back movement at a station, the driver works according to the detailed station train operation rules.
5.3.11 If the signalling system fails, the station may, on the order of the train controller, prepare the train route and carry out the formalities for receiving and dispatching trains.
5.4 Train operation organization in the depot
5.4.1 Train movements in the depot are commanded by the depot controller, who is also responsible for organizing the daily operation of the depot and the maintenance of its equipment. The other depot staff follow the command of the depot controller and work to their own duties.
5.4.2 The depot controller handles movements according to the depot management rules and the shunting work procedure.
5.4.3 The depot is to keep the trains in service in good condition and in accordance with the relevant standards for entering the line, and to keep the reserve trains in good condition, stabled at the designated position in the depot running shed and ready to be dispatched at any time.
5.4.4 Work in the depot is to give priority to receiving and dispatching trains; when trains are being received or dispatched, shunting movements affecting the route are stopped in advance, and before departure the starting signal is cleared at the time laid down.
5.4.5 In receiving and dispatching trains the depot is to make flexible use of the tracks, so that trains leave on time, are received without interruption and line changing movements are reduced.
5.4.6 The signal box attendant prepares the routes accurately and in good time according to the command of the depot controller and the plans for receiving, dispatching and shunting, and carries out the work of receiving and dispatching trains.
5.4.7 Before dispatching a train the signal box attendant is to check and confirm that the route and the position of the points are correct and that shunting movements affecting the route have stopped, and only then clear the starting signal; before receiving a train the attendant is to check and confirm that the receiving line is clear, that the route and the position of the points are correct and that shunting movements affecting the route have stopped, and only then clear the home signal.
5.4.8 A driver is not to stop a train of his own accord on the points or in the throat area of the depot; if for special reasons a train has to stop there temporarily, the depot controller and the signal box attendant ascertain from the driver the reason for stopping and, once the train is fit to run, instruct the driver to start.
5.5 Train driving
5.5.1 The driver is responsible for driving trains on the main line, the auxiliary lines and within the depot, and completes the driving task safely and on time.
5.5.2 The driver runs according to the train diagram, carries out dispatching orders strictly and runs as the signals require; driving on supposition is forbidden.
5.5.3 The driver is to be familiar with the main line, the auxiliary lines and the depot tracks, the signals, the tracks, the state of the points and the speed restrictions.
5.5.4 Before reporting for duty the driver is to have had sufficient rest; drinking alcohol or taking drugs that affect the mental state is forbidden; on reporting for duty the driver is to be dressed as required and to carry the driving licence, the driver log, a torch and the other articles needed for train operation, and is forbidden to carry articles unrelated to the work.
5.5.5 Before reporting for duty the driver is to copy out the dispatching orders, the duty plan and the safety points for the day, to learn the technical state of the vehicles and of the line, and to prepare for the run.
5.5.6 Before reporting for duty in the depot the driver is to know the train number, the service number, the track on which the train is stabled and similar information, and to collect the train keys and the other articles.
5.5.7 Before reporting for duty in the depot the driver carries out the train preparation work, which includes: checking and confirming that the running gear, the electrical cabinets and the external appearance of the train show nothing abnormal and that there is no person or foreign body within the vehicle gauge; carrying out the checks and tests of the train so that its technical state is sound before it enters service; checking both driving cabs and confirming that the operating handles and the switches are in the positions laid down and that the fire extinguisher, the on-board tools and the other spare articles are complete and their seals intact.
5.5.8 While driving, the driver is to: concentrate, keep a good look-out and watch the instruments, the indicator lights, the display screens and the state of the line; carry out the calling and pointing rules strictly, pointing with the finger, looking with the eye and calling with the mouth, so that the content is complete, the timing accurate, the movement standard and the voice clear; act decisively as the corresponding plan requires when a train fault occurs during running or when operating safety is endangered; repeat a dispatching order sentence by sentence on receiving it and carry it out carefully once it is confirmed correct, check any doubtful point before carrying it out, and hand over dispatching orders accurately at the change of shift; check the boarding authority of any other person who has to enter the driving cab and make a record of it.
5.5.9 If while running the driver finds an obstacle affecting train operation, a person in the section or an abnormality of the line, he is to stop decisively, report the situation to the train controller at once and deal with it as the train controller instructs.
5.5.10 When a train fault occurs the driver takes measures as instructed by the train controller. When an emergency occurs on the train the driver explains the situation to the passengers in good time over the train broadcast.
5.5.11 When going off duty the driver is to: hand back the train operation articles, report on the running and confirm the time and place of the next duty; report faithfully any train fault found during driving and how it was dealt with.
5.5.12 The operation company is to draw up a reasonable crew organization plan, so that the driver has enough rest between two turns of duty and fatigue driving is avoided; places for the drivers to rest, to eat and for sanitation are to be provided at the stations at both ends of the line.
