This document was drafted in accordance with the provisions of GB/T 1.1-2020
"Directives for standardization - Part 1.Rules for the structure and drafting of
standardizing documents".
This document replaces
This document replaces GB/T 29680-2013 "Facial washing milk, facial washing
cream". Compared with GB/T 29680-2013, the main technical changes, apart from
structural adjustments and editorial changes, are as follows.
- MODIFY the scope, adding facial washing liquid, facial washing mousse, facial
washing gel, and facial washing powder (see Clause 1 of this document; Clause 1
of the 2013 edition);
- DELETE the terms of emulsion-type facial washing milk, emulsion-type facial
washing cream, non-emulsion-type facial washing milk, and non-emulsion-type
facial washing cream (see Clause 3 of the 2013 edition);
- ADD the terms of facial washing milk, facial washing cream, facial washing liquid,
facial washing mousse, facial washing gel, and facial washing powder (see Clause
3 of this document);
- MODIFY the product classification and classification marking (see Clause 4 of this
document; Clause 4 of the 2013 edition);
- MODIFY the sensory and physicochemical indicators of products (see 5.2 of this
document; 5.2 of the 2013 edition);
- ADD the requirements for facial washing products for children (see 5.2, 8.1 of this
document);
- MODIFY the microbiological indicators and limits for harmful substances of
products (see 5.3 of this document; 5.3 of the 2013 edition);
- MODIFY the pH test method (see 6.2.3 of this document; 6.2.3 of the 2013 edition);
- MODIFY the storage requirements (see 8.4 of this document; 8.4 of the 2013
edition).

Facial washing milk (cream, liquid, mousse, gel, powder)
1 Scope
This document defines the terms for facial washing milk (cream, liquid, mousse, gel,
powder), specifies product classification and classification marking, technical
requirements, inspection rules, labeling, packaging, transportation, storage, and shelf
life, and describes the corresponding test methods.
This document applies to the production, inspection, and sale of facial washing milk,
facial washing cream, facial washing liquid, facial washing mousse, facial washing gel,
and facial washing powder primarily intended for cleansing facial skin.

3 Terms and definitions
For the purpose of this document, the following terms and definitions apply.
3.1
4 Product classification and classification marking
4.1 Product classification
According to product form, it can be classified into facial washing milk, facial washing
cream, facial washing liquid, facial washing mousse, facial washing gel, and facial
washing powder.
4.2 Classification marking
Based on the different manufacturing processes of facial washing milk, facial washing
cream, facial washing liquid, facial washing mousse, and facial washing gel, they can
be classified into emulsion type (type I) and non-emulsion type (type II).
5 Technical requirements
5.1 Raw materials and packaging materials
The raw materials and packaging materials used shall comply with the requirements of
the "Safety and Technical Standards for Cosmetics", and the fragrances used shall
comply with the requirements of GB/T 22731.
5.2 Sensory requirements and physicochemical indicators
It shall comply with the provisions of Table 1.

Take a test specimen and observe visually at room temperature and under non-direct
sunlight.
6.1.2 Odor
Take a test specimen and identify by olfactory examination.
6.1.3 Texture
Take an appropriate amount of test specimen and observe it at room temperature on the
palm, back of the hand, or inner side of both arms.
6.2 Physicochemical indicators
6.2.1 Heat resistance
6.2.1.1 Instruments
Constant-temperature incubator. Temperature control accuracy ±1 °C.
6.2.1.2 Operating procedures
Pre-adjust the constant-temperature incubator to 40 °C, and place the intact packaged
test specimen inside the constant-temperature incubator. After 24 h, remove the test
specimen, allow it to return to room temperature, and compare it visually with the
original sample.
6.2.2 Cold resistance
6.2.2.1 Instruments
Refrigerator. Temperature control accuracy ±2 °C.
6.2.2.2 Operating procedures
Pre-adjust the refrigerator to -8 °C, and place the intact packaged test specimen inside
the refrigerator. After 24 h, remove the test specimen, allow it to return to room
temperature, and compare it visually with the original sample.
6.2.3 pH
6.2.3.1 The pH of facial washing milk, facial washing cream, facial washing gel, and
facial washing powder shall be determined in accordance with the dilution method
specified in GB/T 13531.1.
6.2.3.2 The pH of facial washing milk and facial washing mousse shall be determined
in accordance with the direct measurement method specified in GB/T 13531.1.
