GB/T 28219.1-2025 is the Chinese national standard covering what makes an appliance genuinely smart rather than merely connected — the sensing, the decision-making and the adaptation to use, the interaction with the person, the interoperability, and the grading that separates the three from an app that only turns it on. It replaces GB/T 28219-2018 and restructures it as Part 1 of a series. In force from 1 May 2026. Issued on 31 October 2025, it has been in force since 1 May 2026, replacing GB/T 28219-2018.

Foreword

This Standard is drafted in accordance with stipulations in GB/T 1.1-2009.

This Standard serves as a replacement of GB/T 28219-2011 General Rules of Intelligentization Technology for Intelligent Household Appliances. In comparison with GB/T 28219-2011, there are several main technical changes as follows.

— The definition of the terms of intelligent technology and intelligent household appliances is modified (please refer to 3.6, 3.8; 3.3 and 3.1 in Version 2011);

— The terms and relevant definitions of intelligent features (3.2), self-learning (3.2.1), self-adaptation (3.2.2), self-coordination (3.2.3), self-diagnose (3.2.4), self-interference (3.2.5), self-organization (3.2.6), self-correction (3.2.7), fuzzy control (3.3.1), neutral network control (3.3.2), expert control (3.3.3), intelligent control system structure (3.4), feedforward structure (3.4.1), feedback structure (3.4.2), distributed structure (3.4.3), hierarchical structure (3.4.4), self-subject (3.4.5) and multi-subject structure (3.4.6) are deleted;

— The terms of intelligence (3.1), perception (3.2), decision making (3.3), implement (3.4), studying (3.5), intelligent ability (3.7), intelligent household appliances system (3.9), intelligent home (3.10), component (3.11), service platform (3.12), interconnection and interoperability (3.13), sensitive data (3.14) and intelligent index (3.15) are added;

— The content in Chapter 4 “Detection and Evaluation” is deleted; the title of this chapter is modified into “Requirements”;

— The requirements of intelligent household appliances, intelligent household appliances system and intelligent home in electrical appliance safety are added (please refer to 4.1.1);

— The requirements of intelligent household appliances, intelligent household appliances system and intelligent home in information security are added (please refer to 4.1.2);

— The requirements of intelligent household appliances, intelligent household appliances system and intelligent home in electromagnetic compatibility are added (please refer to 4.1.3);

Introduction

Intelligent household appliances, intelligent household appliances system and intelligent home shall be able to bring new feelings and experience to users. This kind of new feelings and experience shall be impossible or unattainable when users are using non-intelligent products.

Intelligent household appliances, intelligent household appliances system and intelligent home shall enable users realize certain goals with less worries, time, energy and cost, or replace human beings to accomplish certain difficult or impossible missions.

In consideration of the industrial development stage, requirements and corresponding evaluation methods and guidelines are proposed merely from several aspects of intelligent household appliances, intelligent household appliances system and intelligent home. These aspects include. security, interconnection/interoperability, overall layout, intelligent ability, intelligent functional effect, designation and description, etc.

Likewise, in consideration of the industrial development stage, requirements and corresponding evaluation methods and guidelines are proposed merely from two aspects of the degree of intelligence of intelligent household appliances, intelligent household appliances system and intelligent home. intelligent ability and intelligent functional effect.

The requirements and evaluation of intelligent ability are centralized in four characteristics, namely, perception, decision making, implement and studying. The requirements and evaluation of intelligent functional effect are centralized in the support and management of the demands from three aspects, namely, users’ demands, household demands and manufacturers’ demands.

The requirement of supporting and managing users’ demands is proposed under the object of human beings’ feelings and experience.

The requirement of supporting and managing household demands is proposed under the object of residential environment and indoor facilities. However, the effect of supporting and managing household appliances’ demands is ultimately reflected in human beings’ feelings and experience.

The requirement of supporting and managing manufacturers’ demands is proposed under the object of manufacturers. Its objective is to reflect the improvement that manufacturers could obtain in the supply of products, services and operation to the market and users through the application of intelligent technology.

Likewise, in consideration of the industrial development stage, within the functional scope of supporting and managing the listed demands for intelligent household General Technology Requirements for Intelligent Household Appliances

1 Scope

This Standard specifies the terms, definitions, general technology requirements and evaluation methods and guidelines of intelligent household appliances, intelligent household appliances system and intelligent home for household and similar purposes.

This Standard is applicable to the design, integration, identification and evaluation of intelligent household appliances, intelligent household appliances system and intelligent home for household and similar purposes.

Intelligent electrical appliances that do not aim at general household application, but could still constitute dangers to the public, or shall be applied under similar working environment and conditions, are also within the scope of this Standard. For instance, intelligent electrical appliances that are about to be operated by unprofessional staff in stores, the light industry and farmlands.

NOTE. products that are applicable to this Standard also include.

— Intelligent service robot for household and similar purposes;

— Wearable intelligent equipment for household and similar purposes;

— Household electrical appliances that apply network technology, etc.

3 Terms and Definitions

The following terms and definitions are applicable to this document.

Intelligent index refers to an expression and measurement of the degree of intelligence of intelligent household appliances, intelligent household appliances system or intelligent home.

4 Requirements

4.1 Safety Requirements

4.1.1 Electrical safety

4.1.1.1 Electrical safety of intelligent household appliances

On the basis of satisfying GB 4706.1 and corresponding special requirements, intelligent household appliances shall also comply with the following requirements.

a) In terms of supervised intelligent household appliances, there shall be measures to prevent the connection with external control device, which would change their (being supervised) attributes, including measures against attribute (being supervised) change through network operation.

b) Intelligent household appliances shall be equipped with the measure of identifying and alerting the received commands that might cause personal injury, and damage to property or the environment. Intelligent household appliances shall also be equipped with the measure of refusing to carry out the commands before receiving any further confirmation;

c) Intelligent household appliances shall be equipped with the measure of identifying and alerting commands from unspecified sources, and the measure of refusing to carry out the commands before receiving any further confirmation;

d) Intelligent household appliances shall be equipped with the measure of identifying and handling incomplete commands and false commands;

e) Intelligent household appliances shall be equipped with the measure of guaranteeing no personal injury, or damage to property or the environment under the circumstance when there are changes in the operating status (mode and form) and motion state (range, strength, path and locus), and unforeseen circumstances, such as terminated power supply, physical barrier and program failure, etc.;

NOTE. examples of the above injury and damage include. walkable service robot tumbles and hurts people because of physical barrier; robot with mechanical arms hurts people with excessively large motion range because of program failure; wearable neck massager chokes users because of program failure, etc.

c) Guarantee that the conformity in 4.1.1 is not impaired.

4.1.3 Electromagnetic compatibility

The electromagnetic compatibility of components in intelligent household appliances, intelligent household appliances system and intelligent home shall comply with requirements in relevant standards under the application of intelligent technologies.

Solutions of intelligent household appliances system and intelligent home shall be equipped with the measure of preventing from inconformity of electromagnetic compatibility of relevant components due to the integration of several components.

4.2 Interconnection/Interoperability Requirements

4.2.1 Realizability

The various physical interfaces that are applied to interconnection shall enable users to accurately identify and correctly complete the needed connection.

Components that support interconnection/interoperability shall manifest identifiability that complies with relevant stipulations, so that they can be identified by other components and establish communication among the components.

Solutions that implement interconnection/interoperability shall enable users to implement operation of components provided by different manufacturers through a single control terminal or a minimal number of control systems.

NOTE 1. several control terminals that have identical control functions shall still be deemed as a single control terminal (such as mobile terminals that have identical control function for operation in motion, tablet PC that is operated under dwelling conditions, etc.).

Service platform that supports interconnection/interoperation shall provide a solution that enables interconnection and intercommunication with other service platforms, so that users can obtain services provided by other service platforms through a certain service platform.

NOTE 2. other service platforms include service platforms provided by different manufacturers and public service platform.

4.2.2 Regulatory compliance

Communication technology solutions that implement interconnection/interoperability shall comply with relevant laws, regulations and technical standards.

4.3 Requirements of Overall Layout

In terms of intelligent home and the various components that are included in intelligent be triggered by failures, such as network interruption, suspended power supply and physical barrier; description of the method of emergency response;

h) Safety warning of the loss of function or malfunction of intelligent household appliances that might be triggered by electromagnetic interference;

i) Description of the method of user registration; prompt that once user registration is completed, user data might be gathered;

j) Prompt that when it is requested by laws, regulations or users, the act of gathering users’ sensitive data shall obtain consent from users in advance;

k) Description of the type and mode of gathering, method and purpose of application of users’ sensitive data; a promise to users of maintaining confidentiality and legitimately utilizing relevant data;

l) Other necessary descriptions, prompts and warnings.

4.6.2 Designation and description of intelligent household appliances system

and intelligent home The various components in intelligent household appliances system and intelligent home shall satisfy the requirements in relevant standards (including 4.6.1) in designation and description. Furthermore, intelligent household appliances system and intelligent home shall add the following designation or description in proper modes.

a) Description of intelligent function and effect;

b) Description of the method of installation, wiring, connecting and debugging of the various components;

c) Description of the method and effect of interconnection/interoperability of the various components;

d) When it is necessary to connect with other devices or equipment that are not appointed by suppliers of intelligent household appliances system and intelligent home, there shall be a prompt of contacting and consulting customer service;

e) Description of the demand for electrical load;

f) Other necessary descriptions, prompts and warnings.

4.7 Requirements of Intelligent Index

Intelligent household appliances, intelligent household appliances system and intelligent home shall utilize intelligent index to express the degree of intelligence. not limited to.

— Authenticity of intelligent function that is explicitly instructed by manufacturers;

— Conformity with the degree of intelligence that is explicitly instructed by manufacturers;

— Conformity with users’ real demands;

— Differentiation from non-intelligent technology/product/function;

— Necessity and conformity of technologies that are needed by product function.

c) Evaluation conclusion of the degree of intelligence.

The evaluation conclusion shall be expressed in accordance with the quantifiable and unquantifiable results that are obtained through the evaluation process, and other standards regarding intelligent index and evaluation system.

5.3 Evaluation of Safety Requirements

In terms of intelligent household appliances, conduct laboratory test and inspection in accordance with relevant product standards and requirements in this Standard.

In terms of intelligent household appliances system and intelligent home, respectively conduct laboratory test on the various components in accordance with relevant product standards. On this basis, conduct site test and inspection of the integrated system under simulated installation and operating environment in accordance with the requirements in this Standard.

5.4 Evaluation of Interconnection/Interoperability Requirements

In accordance with the requirements in this Standard, conduct site test and inspection under simulated installation and operating environment.

5.5 Evaluation of Overall Layout Requirements

In accordance with the requirements in this Standard, conduct site test and inspection under simulated installation and operating environment.

5.6 Evaluation of Intelligent Ability Requirements

5.6.1 General rules

The dimension and method of evaluation provide the fundamental train of thought of evaluating the abilities of intelligent household appliances, intelligent household appliances system and intelligent home in perception, decision making,

i) The ability of identifying and handling unexpected input information;

j) The ability of identifying and handling unexpected interference factor;

k) The degree of dependence on artificial assistance;

l) Self-improvement of the ability level reflected in the above-mentioned key points.

5.6.3 Evaluation methods

Among the various methods, such as laboratory test and inspection, site test and inspection under simulated installation and operating environment, and experiential test conducted by professionals and users, adopt one or several appropriate methods and integrate them in evaluation.

In accordance with the designation and description prompt of intelligent household appliances, intelligent household appliances system and intelligent home, start from a certain input terminal of perceived information till the implementation of the output terminal; find out phenomena and processes that can reflect the abilities of perception, decision-making, implementation and studying; evaluate in accordance with the reference of the respective evaluation dimensions.

NOTE 1. it shall be noted that during the implementation of the above-mentioned intelligent abilities, there are always no obvious physical boundaries among the processes of perception, decision-making, implementation and studying. Under this circumstance, evaluation shall be focused on the input terminal and output terminal in accordance with the reference of relevant evaluation dimensions.

NOTE 2. it shall be considered that the self-improvement (such as self-adaptation, self- adjustment and self-improvement, etc.) of certain abilities needs to take a relatively long time.

5.7 Evaluation of Effect Requirements of Intelligent Functions

5.7.1 General rules

Evaluation method proposes the fundamental train of thought of evaluating the intelligent performance/functions of intelligent household appliances, intelligent household appliances system and intelligent home.

The effect evaluation of intelligent functions of intelligent household appliances, intelligent household appliances system and intelligent home is centralized in four dimensions, namely, practicability, convenience, comfortableness and substantiality.

The objective of evaluation is to express the degree of intelligence of intelligent household appliances, intelligent household appliances system and intelligent home, and the differentiation among different products in abilities from the perspective of the implementation of intelligent functions. efficiency and reliability);

g) The degree of influence on products’ external non-technological factors (after- sales services and technical support, etc.).

5.7.3 Evaluation methods

In terms of the evaluation of intelligent functions and effect, take intelligent functions that are explicitly declared by intelligent household appliances, intelligent household appliances system and intelligent home as the clue; evaluate them one by one.

In terms of the evaluation of practicability and substantiality, give preference to laboratory test and inspection, site test and inspection under simulated installation and operating environment, and experiential test conducted by professionals and users.

In terms of the evaluation of comfortableness and convenience, give preference to site test and inspection under simulated installation and operating environment, and experiential test conducted by professionals and users.

NOTE 1. it shall be noted that sometimes the boundaries among the four above-mentioned evaluation dimensions (especially convenience and comfortableness) are ambiguous and even interlaced from the perspective of function and effect.

Under this circumstance, the key points of the evaluation of these dimensions shall be comprehensively evaluated.

NOTE 2. the evaluation method of specific products shall be stipulated by corresponding product requirements and standards.

5.8 Evaluation of Designation and Description

5.8.1 Key points of evaluation

Key points of the evaluation of designation and description of intelligent household appliances, intelligent household appliances system and intelligent home include, but are not limited to.

a) Conformity with this Standard and relevant stipulations in other relevant standards;

b) Consistency of designation and description content on different carriers;

c) Availability and accessibility of designation and description content in electronic editions;

d) Understandability of designation and description content.
