GB/T 27728.1-2024 sets the general requirements for wet wipes and similar products, a category China makes and consumes in enormous volume and one that has attracted regulatory attention on two fronts at once: the microbiological and chemical safety of a moist product held at room temperature and applied to skin, including babies' skin, and the environmental consequence of a nominally disposable wipe made from plastic fibre that does not disintegrate and blocks sewers. The standard sets the classification and the requirements: the substrate and the liquid, the physical requirements of size, mass and liquid content and the wet strength, the pH, the preservative and the limits on the substances that must not be present, the microbiological limits and the preservative efficacy, the packaging and its integrity, and the labelling including the statements about disposal. It then gives the test methods, the inspection rules and the storage requirements. It takes effect on 1 October 2025.
