Drafting.
This document replaces GB/T 24465-2009 "Conceptual Framework of Health Indicators in Health Informatics". Compared with GB/T 24465-2009, Apart from structural adjustments and editorial changes, the main technical changes are as follows.
a) The term "health" and its definition have been added (see 3.1);
b) Change "Non-medical health determinants" in Table 1 to "health determinants" and delete "fairness" (see Table 1, 2009 edition).
(Table 1)
c) Change "Fairness Framework Dimension" to "Framework Dimension" (see 4.2, 3.2 in the 2009 edition);
d) Change "non-medical health determinants" to "health determinants" (see 4.2.2, 3.2.2 in the 2009 edition).
This document adopts ISO 21667:2010 "Health Informatics - Conceptual Framework for Health Indicators".

Introduction
In the process of promoting high-quality development of my country's health sector and building a Healthy China, population health monitoring and health system performance evaluation have become increasingly important.
To improve the level of medical and health services and optimize the health governance system, a systematic definition, standardized collection, and scientific management of health information are crucial.
Chemical analysis has placed higher demands on this field. At the same time, international exchange and cooperation in the health sector are becoming increasingly close globally, necessitating the establishment of unified and comprehensive...
The health indicator description and analysis system used has become an important foundation for realizing cross-border comparison of health data and mutual learning of international experience.
Its value lies in its ability to keenly reflect the development and changes in the health field across different regions and periods, and in its role in conducting health monitoring, formulating health policies, and assessing health conditions.
Important evidence of intervention effectiveness. The scientific selection and definition of health indicators require a clear conceptual framework to ensure that the indicators accurately measure their content.
Consistency with application objectives provides a unified conceptual foundation for information exchange, data integration, and decision support in the health field.
The health indicator conceptual framework established in this document is based on the characteristics of my country's population health and the actual development of its medical and health system, while also being in line with international standards.
By aligning with standards, the core and sub-dimensions for describing population health and healthcare system performance were clearly defined, and a well-structured and widely applicable framework was constructed.
A comprehensive health indicator classification system. This framework is not only applicable to different regions and types of healthcare systems in my country, but also provides guidance for health initiatives across the country.
The selection, collection, and analysis of indicators provide general conceptual guidance and can be aligned with existing health indicator frameworks in various countries, contributing to my country's health data.
International exchange and comparison of data.
The application of this framework will promote the standardization of general vocabulary and concept definitions in my country's health field, and facilitate the dissemination of health information at the national and regional levels.
Efficient transmission and integration across all levels of the domain and organization are crucial for accurately understanding population health status, scientifically assessing health system performance, and identifying health-influencing factors.
This framework provides theoretical support. Simultaneously, it serves as a supplement and connection to international research and practices related to health indicators (such as economic cooperation and development).
To improve my country's ability to compare and analyze health data across regions, and to formulate health development strategies that suit my country's national conditions and optimize health human resources.
This provides a scientific basis for configuring and improving health and social system organizations, helps to enhance the precision of health governance in my country, and promotes the realization of health goals.
Fairness and sustainable development in the field.
