Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for standardization work Part 1: Structure and drafting rules for standardization documents" Drafting.

This document is equivalent to ISO 14091:2021 "Guidelines for assessing vulnerability, impacts and risks of adaptation to climate change".

Introduction

Climate change is affecting organizations in various ways and these impacts are expected to continue into the future.

The need to assess climate change risks is increasing. The core content is to conduct climate change risk assessment. In order to achieve the necessary response speed and scale, and as new knowledge, technologies, and experiences emerge, they can be learned from each other within the organization and between different organizations.

It is important that the assessment method is systematic and replicable. This document provides guidance for assessing risks associated with climate change.

Risk assessments can improve planning for adaptation to climate change and provide information for the implementation and monitoring of adaptation actions.

It is a planned process that is more effective early in project development rather than reacting to impacts that are being experienced.

Climate change risks can make risk assessment more effective and less costly.

Climate change risk is different from other risks. It is usually difficult or even impossible to quantify the short-term or long-term risk probability, so statistical probabilities are used to estimate the risk.

Traditional risk assessment methods based on the risk factor approach may not be effective. With this in mind, various methods have been developed to assess climate change risks.

The screening approach can be used as a stand-alone, simplified risk assessment method for those with direct exposure to risk.

It can also be used as a pre-assessment before using the impact chain for organizations with systems at risk or with limited budgets. Based on a participatory and inclusive process, the impact the chain approach is more comprehensive and helps address all relevant factors. Both the screening assessment and the impact chain assessment allow for both qualitative and quantitative analysis.

This document is applicable to organizations of any size, type and nature. For example, it can assist financial institutions in making project financing decisions, Assist companies operating in climate-sensitive business sectors or help local governments develop climate change adaptation strategies.

This document covers risks arising from climate change, but does not cover risks arising from the transition to a low-carbon economy.

It could be a threat or an opportunity.

This document emphasizes that comprehensive reporting and communication of climate change risks are essential to all subsequent activities. Risk assessment provides Information for identifying and prioritizing adaptation actions. Risk assessments based on this document strengthen disaster risk reduction (DRR) planning.

action.

This document is applicable to the conduct of climate change risk assessments [according to the Fifth Report of the Intergovernmental Panel on Climate Change (IPCC) of the United Nations Assessment Report (AR5)] and vulnerability assessment [based on the Fourth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) (AR4)]. However, this document focuses on risk assessment as its core content.

This document belongs to the emerging standard system of climate change adaptation under the ISO 14090 framework. The document describes the main Elements.

---Pre-planning;

---Assess impacts including opportunities;

---Adaptive planning;

---Implementation;

--- Monitoring and evaluation;

---Reporting and communication.

This document is part of the second element of the above elements, "Assessing impacts including opportunities". ISO/T S14092.2020 helps Local governments and communities develop adaptation plans. Other international standards related to climate change are also relevant to this document. For example, ISO 31000 can help this document is an extension of the limited risk assessment section of ISO 31000 for organizations to manage the risks identified and assessed in this document.

This document provides additional information to support the integration of climate change adaptation into environmental management systems.

This document is a guiding document in the field of climate change.

This document is organized as follows. first, it introduces the concept of climate change risk assessment, and second, it introduces the preparation, implementation, reporting and comminicate.

This document provides supporting examples and information.

In this document, the following modal verbs are used.

---"" indicates suggestion;

---"may/can" means permission;

---"Can/may" indicates possibility or ability.
