Scope
GB/T 21478-2024 is the English-translated version of 船舶与海上技术 海上环境保护 溢油处理词汇.
GB/T 21478-2024 is the oil spill response vocabulary for ships and marine technology: clause 1 says it defines the standard terms and definitions of oil spills and their control across a wide range of oil spill clean-up activities, including monitoring and assessment, containment, recovery, the use of dispersants, in situ burning, shoreline clean-up and disposal, and that it applies to the design, scientific research, production and inspection connected with the treatment of marine oil spills from ships.
Clause 2 states that the document has no normative references.
The vocabulary itself sits entirely in clause 3, which the table of contents divides into twelve groups: Oil/Oil Flood Characteristics, Classification of oil, Environmental conditions, Evaluation Method, Sampling, Encirclement, Recycling, Use of dispersants, In situ burning and cleaning, Shoreline Cleanup, Disposal and Oil spill management, followed by a reference list and an index.
Of those groups the automatic draft prints only the first six entries of 3.1, defining crude oil, emulsification, emulsion, environmental fate, heavy offshore oil spill and moderate or light shoreline oiling, two of them with a cited source and one with a note, and then stops.
The foreword lists the changes against the 2016 edition item by item: renamed terms and reworded definitions spread over the characteristics, classification, environmental condition, assessment, containment, recovery, dispersant, in situ burning, shoreline cleaning, disposal and management groups, the deletion of one term, and two editorial changes, the unification of the additional information on units into notes and the addition of a Chinese pinyin index.
The foreword declares the document equivalent to ISO 16165:2020 and places it with the National Technical Committee for Standardization of Marine Vessels (SAC/TC12), which both proposed and administers it, and records that this is the second revision since the first publication in 2008.
It replaces GB/T 21478-2016, was issued on 31 December 2024 and has applied since 1 July 2025.
