Scope
GB/T 18916.16-2023 is the English-translated version of 取水定额 第16部分:电解铝.
GB/T 18916.16-2023 sets the water intake quota for electrolytic aluminium production in China. It gives the calculation method, the quota values and the requirements for quota management.
The range of water intake covers water drawn from surface water, groundwater and urban water supply projects as well as water products such as steam, hot water and purified water bought on the market, while the supply range covers main production by cryolite-alumina molten salt electrolysis, auxiliary production such as machine repair, transport, the air compressor station and power rectification, and ancillary uses; water for the deep purification of electrolytic flue gas is measured and counted separately.
It applies to existing, newly built and expanded electrolytic aluminium enterprises. Part 16 of GB/T 18916, it replaces GB/T 18916.16-2014, was issued on 23 May 2023 and has applied since 1 September 2023.

This document replaces GB/T 18916.16-2014 "Water Intake Quota Part 16: Electrolytic Aluminum Production". Compared with GB/T 18916.16-2014, except for structural adjustment and editorial changes, the main technical changes are as follows:
a) Changed the supply range of water intake (see 4.1.2, 4.1.1 of the 2014 edition);
b) The measurement of various water quantities has been deleted (see 4.1.2 of the 2014 edition);
c) Changed the water quota quota (see Chapter 5, Chapter 5 of the 2014 edition).
Introduction
Water quota is a technical standard and an important basis for measuring the level of water conservation. basis for rationalizing and conducting water resource justification. The quota standard for water use is to verify the permitted water volume, carry out water-saving evaluation, carrier construction, and standard-to-standard management It is also an important means to implement the most stringent water resources management system.
GB/T 18916 will clarify the range of water intake, the supply range of water intake and the limits of water intake according to the characteristics of water use in different industries.
Metering, stipulates the calculation method of water intake quota, divides the quota index level, and makes requirements for quota management.

4.1 General provisions
4.1.1 Scope of water intake
The amount of water extracted by enterprises from various conventional water sources, including surface water (measured by water supply from water purification plants), groundwater, urban water supply projects, and And the water volume of other water or water products (such as steam, hot water, purified water, etc.) purchased by the enterprise from the market.
4.1.2 Water supply scope
The water intake and supply scope of electrolytic aluminum includes: main production (including the process of producing electrolytic aluminum products by cryolite-alumina molten salt electrolysis method) process), auxiliary production (machine repair, transportation, air compressor station, power supply rectification, etc.) rooms and health stations, toilets, etc.). Water for deep purification of electrolytic flue gas is measured separately and counted separately.
4.2 Water intake per unit electrolytic aluminum product
The water intake per unit electrolytic aluminum product is calculated according to formula (1).
