Foreword
GB/T 15000 `` Guidelines for the Work of Standard Samples '' is divided into the following 8 parts.
--- Part 1. State the general provisions of standard samples in technical standards;
--- Part 2. Common terms and definitions;
--- Part 3. General principles and statistical methods of standard sample valuation;
--- Part 4. the contents of the standard sample certificate and label;
--- Part 6. General rules for standard sample packaging;
--- Part 7. General requirements for the competence of standard sample producers;
--- Part 8. Use of certified standard samples;
--- Part 9. Calibration and use of certified reference samples in analytical chemistry.
This part is the second part of GB/T 15000.
This section is drafted in accordance with the rules given in GB/T 1.1-2009.
This section replaces GB/T 15000.2-1994 "Guidelines for the work of standard samples (2) Common terms and definitions of standard samples". versus

2.1 Material-related terms
2.1.1
Reference material
Materials that have one or more of the specified characteristics sufficiently uniform and stable have been determined to meet the intended use of the measurement process.
Note 1. Standard sample 1) is a general term.
Note 2. The characteristics can be quantitative or qualitative (for example. the characteristics of the substance or species).
Note 3. Uses can include calibration of measurement systems, evaluation of measurement procedures, assignment of values to other materials and quality control.
Note 4. ISO /IEC Guide99..2007 has a similar definition (5.13), but restricts the term "measurement" to only quantitative values. However, ISO /IEC Guide
99..2007 (5.13) Note 3 explicitly includes qualitative characteristics, called "nominal characteristics".

A standard sample of one or more specified characteristics determined using a metrologically valid procedure, with a certificate providing the specified characteristic values and their

Note 1. The concept of value includes nominal characteristics or qualitative attributes, such as features or sequences. The uncertainty of the characteristic can be expressed by probability or confidence level.
Note 2. The metrologically valid procedures used in the production and certification of standard samples have been in GB/T 15000.7-2012 and GB/T 15000.3-2008

Candidate standard sample candidate reference material
Materials intended to be produced as standard samples.
Note 1. The candidate materials also need to be tested and valued to ensure that they can be used in a certain measurement process. To become a standard sample, one of the candidate materials needs to be identified.
Whether one or more characteristics are sufficiently uniform and stable and suitable for the establishment of measurement and detection methods for these characteristics.
Note 2. Candidate materials can be standard samples of other characteristics, or candidate materials of target characteristics.
