It defines the quarantine pest, the detection work and the plant quarantine bodies that carry it out, and lists the pests to be looked for: those on the national agricultural plant quarantine list published by the agriculture department of the State Council and the supplementary lists published by each province.
It then follows the whole procedure at a rice seed breeding base: acceptance of the site and of the application, preparation and technical guidance for the grower, the field survey with its timing and sampling method, laboratory testing, including identification of the rice water weevil to NY/T 1482, treatment of infested seed, the issue or refusal of the quarantine certificate and the keeping of records.
It replaces GB 8371-1987, was issued on 27 April 2009 and has applied since 1 October 2009.

For areas threatened by its potential economic importance, but not in place in the region, or, having incurred but not widely distributed and official proof Pest governance.
3.2 Detection
To determine whether a pest or to identify pest species carried out, in addition to visual inspection presence.
3.3 Plant quarantine body
Plant quarantine bodies of plants and their products (including seeds and other propagating material) quarantine all work in the production process of the country of origin, including
Including field survey, indoor testing, issuance of certificates and supervision of the production units to do the election, the selection and processing of the epidemic.
4 should quarantine pests 4.1 administrative department of agriculture of the State Council published the National Agricultural plant quarantine pests.
4.2 provincial administrative department of agriculture announced supplementary agricultural plant quarantine pests.
5 Rice Seed Production precautionary measures
Rice Seed Production precautionary measures, see Appendix A.
Principle 6 Morphological characteristics and damage symptoms rice seed breeding base quarantine pests (see Appendix B) is the standard scientific basis.
7 Admissibility of the application
7.1 Site acceptance
According rice seed production units and individuals to apply, according to the survey results, the site of origin to decide whether to issue a quarantine certificate qualification.
7.2 Quarantine accepted
Phytosanitary agency review the application of rice seed production units and individuals (see Appendix C) and relevant information provided by the decision No accepted.
8 Investigation Detection
8.1 Field Survey
8.1.1 Investigation Period
8.1.1.1 Rice disease
Seedling Investigation 1 times. Honda of the jointing stage to full heading check less than 2 times.
8.1.1.2 Rice pests
Seedling before planting survey 1 times. Honda of checking twice to select the most vulnerable investigation based on pest occurrence and characteristics of local rice growing period when On schedule.
8.1.2 Survey Methods
In inspections (like hazard identification field see Appendix B), based on the suspected occurrence of quarantine pests plots take checkerboard tune The method of investigation to focus on the investigation, the number of sample plots 0.3hm2 following less than 10.00; 0.3hm2 over land, less than the number of samples 15 points, each point of an area of 0.5m2 ~ 1.0m2, 20 points for each survey point. Field sampling of suspicious samples brought back indoor testing. Record sample Product name of the variety, planting location, acquisition time, acquisition and other people, enter "pest survey sampling record sheet" (see Annex D).
8.2 Indoor testing
Field survey sample for further testing back in the room, if necessary, the seed can be harvested breeding sampling indoor testing, indoor seized Test results are described in detail (see Annex E).
9 Disease treatment
Through field investigation or indoor detected quarantine pests, guiding production units and individuals to implement quarantine treatment.
10 Visa
10.1 Where it is field survey and indoor testing found no quarantine pests, the issue of "quarantine certificate" (see Annex F), "Origin Quarantine certificate "is valid for one year.
10.2 discovered quarantine pests, quarantine insecticide treatment shall be issued "quarantine certificate"; quarantine insecticide treatment failure And not the issue of "quarantine certificate" and inform the applicant or quarantine individuals.
11 File Management
For raw survey data in quarantine work, forms, samples and other data files you want to keep, fill in the subject of origin of rice seeds Phytophthora file card (see Annex G), retention time less than 2 years.
