1 Scope

This part of GB 5768 specifies the general requirements and use of speed limit for road traffic signs and markings. This part applies to the setting of the speed limit signs and markings on all kinds of roads including highway, urban roads, places which is under the jurisdiction of the unit but allows social vehicles to pass, squares, public parking lots, other places which are used for public access. The speed limit signs and markings which are set in other places where motor vehicles pass, parking lots, etc. can make reference to this standard.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 Speed limit The maximum speed at which a motor vehicle is allowed to travel on a specific segment of the road.
3.2 Design speed The speed which is used in the geometric design of the road.
3.4 Advisory speed The drive speed of a vehicle as recommended for a road segment according to the design, traffic characteristics and environmental conditions of the road.
3.5 Speed zone A road segment or a road network to which a certain speed limit sign applies.
4 General provisions
4.1 The speed limit sign shall be set at the starting point where the speed change is limited.
4.2 The speed limit value on the speed limit sign shall be the speed limit which is specified by laws and regulations, or the speed limit which is demonstrated by traffic engineering and approved by the competent authority.
4.4 At a specific location, after analysis and demonstration, it may use the recommended speed sign below the limit speed value, together with the relevant warning signs, to remind the driver to decelerate.
5 Determination of speed limit value
5.1 Consider road function, operating speed, road environment, historical accidents, etc., as shown in Appendix A.
5.2 The speed limit value is based on the design speed value of the road, it may take the design speed value or the value less than the design speed. Under the premise of complying with the law, the speed limit value can also be increased by 10 km/h ~ 20 km/h, but not higher than 120 km/h.
5.3 Observe or predict some representative sections in the speed limit zone, to determine the 85%th speed, as shown in Appendix B. Based on the 85%th speed value, take the value in the range 5 km/h ~ 10 km/h above and below it. When selecting the representative section, it shall avoid the influence of the intersection under the signal control.
5.6 In the road segment where the environment is complex and there is lateral interference, the limit speed should not be higher than the design speed.
5.7 The speed limit value is an integral multiple of 10 km/h.
5.8 When the road function or environment changes greatly, it should evaluate the speed limit value and adjust the speed limit value as needed.
5.9 See Appendix C for the minimum length of the speed limit zone.
6 Setting of speed limit sign
6.1 The speed limit sign should be set at the starting point of the speed limit zone.
6.2 It can be set repeatedly at such positions at the entry and behind the level crossing of the expressway, the primary road as the trunk line, the urban highway, or the positions where the driver needs to be reminded.
6.5 For the road of 3 lanes and above in the same direction, it should set the speed limit signs on both sides at the same time, or otherwise set the speed limit sign above the lane. The setting of the speed limit sign shall take into account the factors such as vehicle occlusion and viewing angle.
6.6 An example of the speed limit signs for different vehicle types are as shown in Figure 2.
6.7 For the speed limit for different lanes, the speed limit sign should be set directly above the lane. An example is as shown in Figure 3.
6.12 The regional speed limit sign (forbidden sign 44 of GB 5768.2-2009) faces the vehicle leaving the area, which is convenient for observation by the vehicles driving away.
7 Setting of variable speed limit sign
7.1 According to the requirements below, when the conditions permit, it may set the variable speed limit sign.
7.2 The digital form and color of the variable speed limit sign shall comply with the requirements of GB 5768.2-2009 for speed limit signs and variable information signs.
7.3 The variable speed limit sign is displayed with reference to the variable speed limit sign.
8 Setting of speed limit sign of pavement
8.1 Where the road conditions permit, it may set the speed limit mark of pavement close to the speed limit sign as required.
8.3 The speed limit sign set shall meet the requirements of GB 5768.3.
Appendix A
(Informative) Factors for determining speed limit A.1 Road function The determined speed limit shall be reasonable and consistent with the road function. A.2 Driving speed Determining the speed limit shall take into account the driving speed, which usually uses the 85%th speed. See Appendix B for the method of determining the 85%th speed. A.3 Road environment A.3.1 The road environment includes roadside development level, road characteristics, traffic characteristics. A.3.4 Traffic characteristics mainly include traffic flow and traffic composition. The traffic composition includes non-motorized traffic. A.4 Historical accident When the speed limit which is determined considering A.1, A.2, A.3 is inconsistent, it may consider the historical incidents. If a historical accident indicates that the accident is frequent, it indicates that it should take comprehensive improvement measures, instead of merely changing the speed limit.
