Scope
GB 46039-2025 is the English-translated version of 混凝土外加剂安全技术规范.
GB 46039-2025 specifies the safety technical requirements and test methods for concrete admixtures and applies to admixtures for cement concrete.
It defines terms such as emitted ammonia, residual formaldehyde, test concrete, ratio of compressive strength, ratio of shrinkage rate and frost resistance index, and refers the classification and codes of admixtures to Annex A. It limits hazardous substances - chloride ion content not more than 0.10% for admixtures used in reinforced concrete or mortar with embedded metal or metal fibres, and, for indoor and underground spaces, emitted ammonia not more than 0.10% and residual formaldehyde not more than 500 mg/kg on a solids basis.
It then sets minimum ratios of compressive strength at 1, 3, 7 and 28 days and maximum ratios of shrinkage rate for test concrete containing high performance, high range and normal water-reducing admixtures (early-strength, standard and set-retarding types), air entraining and water reducing admixtures (also with a frost resistance index of at least 80%), pumping aids, accelerating and set-retarding admixtures, with sampling to GB/T 6679 and GB/T 6680 and testing to GB/T 8076, GB/T 8077, GB/T 18588, GB/T 31040 and GB/T 50081.
It is a new mandatory standard proposed by the Ministry of Industry and Information Technology, issued on 1 August 2025 and in force since 1 August 2026. Classification: ICS 91.100.30, CCS Q12. The document runs to 15 pages, delivered complete in English translation.
