1 Scope

GB 45670.6-2026 is the Chinese national standard covering how much water an outdoor ski resort in the basin may take to make snow - per square metre of piste and per season, in a region where artificial snow competes directly with agriculture and drinking supply. A standard that would have looked eccentric before 2015 and does not now: the winter sports build-out put snowmaking into some of China's driest provinces. This document specifies the calculation method, index values, and management requirements for mandatory water consumption quotas for outdoor artificial ski resorts in the Yellow River Basin. This document applies to existing and newly built administrative regions within the Yellow River Basin and other county-level administrative areas in the Yellow River water supply areas of provinces and autonomous regions through which the Yellow River flows. Water management for the renovation and expansion of outdoor artificial ski resorts open to the public with a skiing area of 6,000 m2 or more.

According to the "Yellow River Protection Law of the People's Republic of China," the state implements a mandatory water quota management system in the Yellow River basin and formulates relevant regulations. 6 Management Requirements

6.1 A sound water intake and consumption metering system should be established, with different water volumes measured according to water source type, and water metering instruments provided for water-using units and secondary water-using units. The availability rate should reach 100%. Water metering instruments should be verified or calibrated according to regulations and meet the relevant requirements of GB/T 24789 and GB/T 28714. 6.2 Original records and statistical ledgers of water consumption should be established, and water consumption for snowmaking, cleaning of the ski equipment hall, toilet flushing, office use, etc., should be regularly recorded.

6.3 Outdoor artificial ski resorts with water intake exceeding the permitted scale should install online metering facilities and transmit the primary water meter metering data. To the water administrative department with management authority or the Yellow River Basin management agency.

6.4 Water facilities should be inspected and maintained regularly to prevent leaks. Water balance tests should be conducted periodically and should comply with GB/T 12452. Relevant requirements.

6.5 The area of artificial snowmaking outside the ski area shall meet the requirements of GB/T 30683.

6.6 Outdoor artificial ski resorts that meet the conditions should be equipped with snowmelt and rainwater collection and utilization facilities.

6.7 When a ski slope is used as a runoff collection surface, intercepting ditches should be installed, and drainage ditches should be installed on the sides and bottom of the ski slope.

6.8 Water-saving household appliances that meet the relevant product standards should be used.

6.9 Water-saving signs should be posted in prominent locations in places where water is used, such as restrooms and office areas.

6.10 When the water consumption per unit ski area of an outdoor artificial ski resort reaches the Level 1 indicator value, it is considered that the water use efficiency has reached an advanced level.
