Introduction

Under the Yellow River Protection Law of the People’s Republic of China, the State applies a system of mandatory water intake norm management in the Yellow River basin and sets mandatory water intake norms for the water-intensive industrial and service sectors of the basin. A national standard for a mandatory water intake norm is an important measure of the water-saving level of the sector concerned in the Yellow River basin, an important means of giving effect to the rigid constraint system for water resources and to the mandatory water intake norm management system of the basin, and an important technical basis for the State in operating the water abstraction permit system, in managing planned water use and in carrying out water resource appraisal and water-saving assessment.

GB 45670 “Norm of water intake for service industry in the Yellow River basin” sets out the calculation method, prescribes the mandatory water intake norm and lays down the management requirements according to the water use characteristics of the different water-intensive service sectors of the basin. It is intended to consist of the following 6 parts.

— Part 1: Hotel. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of hotels in the Yellow River basin.

— Part 2: Swimming venue. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of swimming venues in the Yellow River basin.

— Part 3: Car washing place. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of car washing places in the Yellow River basin.

— Part 4: Bathing place. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of bathing places in the Yellow River basin.

— Part 5: University and college. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of universities and colleges in the Yellow River basin.

— Part 6: Outdoor artificial ski resort. Intended to establish the calculation method, the norm values and the management requirements for the mandatory water intake norm of outdoor artificial ski resorts in the Yellow River basin.

1 Scope

This document specifies the calculation method, the norm values and the management requirements for the mandatory water intake norm of universities and colleges in the Yellow River basin.

This document applies to the water use management of existing, newly built, rebuilt and extended universities and colleges in the Yellow River basin and in the county-level administrative areas of the other Yellow River water supply areas of the provinces and autonomous regions through which the Yellow River flows.
