1 Scope

GB 45248-2025 is the Chinese national standard on drug concentration cutoff values and examination for vehicle drivers, in the field of services and company organization. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 28 February 2025 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 September 2025. This document specifies the threshold values of 11 drugs and their metabolites in vehicle drivers and describes the corresponding testing methods, including O6-monoacetylmorphine, morphine, cocaine, benzoylecgonine, Delta9-tetrahydrocannabinol, methamphetamine, amphetamine, 3,4-methylenedioxymethamphetamine MDMA, 3,4-methylenedioxyamphetamine (MDA), methcathinone, and ketamine. This document applies to the testing of 11 types of drugs and metabolites in the bodies of motor vehicle drivers and non-motor vehicle drivers.
