GB 31572-2015 — This standard specifies the emission limits, monitoring, supervision and management requirements for water pollutants and air pollutants from synthetic resin industrial enterprises and their production facilities (including the enterprises for synthetic resin processing and waste synthetic resin recycling and processing as well as their production facilities). This standard is applicable to the management of emission of water pollutants and air pollutants in existing synthetic resin industrial enterprises or production facilities, as well as the environmental impact assessment of synthetic resin industrial construction projects, the design of environmental protection facilities, the completion environmental protection acceptance, and the management of emission of water pollutant and air pollutant after it is put into operation. The monomer production equipment in the synthetic resin enterprise implements the "Emission standards for pollutant of petrochemical industry", the production equipment of polyvinyl chloride resin (PVC) implements the "Emission standards for emission of caustic soda and polyvinyl chloride industry". This standard applies to the discharge of pollutants permitted by law. For the selection of location of the newly-established pollution sources and the management of the existing pollution source within the specially protected regions, it shall follow the relevant provisions of such laws, regulations and rules as the Water pollution prevention and control law of the People's Republic of China, the Air pollution prevention and control law of the People's Republic of China, the Marine environmental protection law of the People's Republic of China, the Law of the People's Republic of China on environmental pollution by solid wastes, the Law of the People's Republic of China on environmental impact assessment.

Foreword

To implement the laws and regulations such as "Environmental protection law

of the People's Republic of China", "Water pollution prevention and control law

of the People's Republic of China", "Air pollution prevention and control law of

the People's Republic of China", to protect environment and prevent and control

pollution, to promote technological progress and sustainable development in

the synthetic resin industry, this standard is hereby developed.

This standard specifies the emission limits, monitoring, supervision and

management requirements for water pollutants and air pollutants in industrial

enterprises and their production facilities of synthetic resins (except for polyvinyl

chloride resins).

For the synthetic resin industrial enterprise's emission of odorous pollutants and

environmental noises, the corresponding national pollutant discharge

standards apply. For the identification, treatment and disposal of solid wastes,

the corresponding national solid waste pollution control standards apply. The

supporting boiler and heat-transfer oil-furnace follows the "Emission standard

of air pollutants for boilers".

This standard is the first release.

Starting from July 1, 2015 for the new facility, and from July 1, 2017 for the

existing facility, the emission of water pollutant and air pollutant shall be

controlled in accordance with the provisions of this standard, at the same time

it will stop implementing the relevant provisions of the "Integrated wastewater

discharge standard" (GB 8978-1996) and the "Comprehensive emission

standard of air pollutants" (GB 16297-1996). Each region may, in accordance

with the local environmental protection needs as well as the economic &

technical conditions, implement this standard in advance after being approved

by provincial people's government.

This standard provides the basic requirements for the control of emission of

water pollutants and air pollutants in synthetic resin industry. For the items

which are not specified in this standard, the local provincial people's

government may formulate local pollutant discharge standards; for the items

which have been specified in this standard, the local provincial people's

government may formulate local pollutant discharge standards that are stricter

than this standard. Where the requirements of environmental impact

assessment or the discharge permit are stricter than this standard or local

standard, it shall be implemented in accordance with the approved

environmental impact assessment or discharge permit.

This standard was formulated by the Science and Technology Standards

Department of the Ministry of Environmental Protection.

Emission standard of pollutants

for synthetic resin industry

1 Scope

This standard specifies the emission limits, monitoring, supervision and

management requirements for water pollutants and air pollutants from synthetic

resin industrial enterprises and their production facilities (including the

enterprises for synthetic resin processing and waste synthetic resin recycling

and processing as well as their production facilities).

This standard is applicable to the management of emission of water pollutants

and air pollutants in existing synthetic resin industrial enterprises or production

facilities, as well as the environmental impact assessment of synthetic resin

industrial construction projects, the design of environmental protection facilities,

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1

Synthetic resin

A kind of artificially synthetic polymer, which is divided into two types of

synthetic resins, thermoplastic and thermosetting, according to the behavior

after being heated. Wherein.

3.2

Synthetic resin industry

An industry which uses the low-molecular compound-monomer as the main

raw material, to produce the synthetic resin through a polymerization

reaction to form macromolecule, or industry which uses the common

synthetic resin as the raw material, to produce new synthetic resin product

through such methods as modification. It also includes the industries which

use the synthetic resin as raw material to produce synthetic resin products

by such methods as extrusion, injection, pressing, calendering, foaming, etc.,

using the processes of mixing, blending, modification, etc., or the industries

which use the waste synthetic resin as raw material, to produce new

synthetic resin or new synthetic resin products through the methods of

regeneration.

3.3

Effluent volume

The amount of wastewater which is discharged by the enterprise or

production facility to the environment, including various effluent wastewaters

that are directly or indirectly related to production (excluding thermal power

station's effluent, DC cooling seawater).

3.4

Benchmark effluent volume per unit product

The upper limit (m3/t product) of the wastewater's effluent amount of the

synthetic resin product of the production unit which is specified for the

approval of the effluent concentration of water pollutants.

3.5

Public wastewater treatment system

The enterprise or institute which collects wastewater through wastewater

pipelines and so on, provides wastewater treatment services to more than

two pollutant discharge units, and whose discharge can meet the

requirements of relevant discharge standards, including urban wastewater

treatment plants of various scales and types, wastewater treatment plants in

the industrial park (including various industrial parks, development zones,

industrial gathering places) and so on. Its wastewater treatment grade shall

reach grade II or above.

4 Control requirements for water pollutant discharge

4.1 Existing facility will still implement the current standards before July 1, 2017,

implement the water pollutant discharge limits as specified in Table 1 from July

1, 2017.

4.2 From July 1, 2015, the new facility shall implement the limit of water

pollutant discharge as specified in Table 1.

4.4 From July 1, 2015 for new facility, or from July 1, 2017 for existing facility, it

implements the benchmark effluent volume per unit product as specified in

Table 3.

4.5 Limits of water pollutant discharge from synthetic resin processing and

waste synthetic resin recycling and reprocessing enterprises or production

facilities shall, based on the corresponding types of synthetic resin, implement

the standard limits of Table 1, Table 2, Table 3, respectively.

4.6 The concentration limit of water pollutant discharge is applicable to the case

where the actual effluent volume per unit product is not higher than the

benchmark effluent volume per unit product.

5 Control requirements for air pollutant emission

5.1 Control requirements for organized emission

5.1.1 Existing facilities will still implement the current standards from July 1,

2017, implement the limits of air pollutant emission as specified in Table 4 from

July 1, 2017.

5.1.4 Limits of air pollutant emission from synthetic resin processing and waste

synthetic resin recycling and reprocessing enterprises or production facilities

shall, based on the corresponding types of synthetic resin, implement the

standard limits of Table 4, Table 5, respectively.

5.2 Pollution control requirements for storage tank of volatile organic

liquid

5.2.1 From July 1, 2015 for new facility and July 1, 2017 for existing facility, it

shall implement the following pollution control requirements for the storage tank

of volatile organic liquid.

5.2.2 Volatile organic liquids which has a true vapor pressure >= 76.6 kPa shall

be stored in a pressure tank.

5.2.4 The opening and gap sealing facility on the floating plate of the floating-

roof tank, as well as the sealing facility between the floating plate and the tank

wall shall be sealed in working condition. If it is detected that the sealing facility

cannot be sealed, it is technically impossible to perform the repair within 15

days without shutting down the process unit, it may delay the repair, but not

later than the latest downtime.

5.3 Control requirements for leakage pollution from equipment and

pipeline components

5.3.1 From July 1, 2015 for new facility and July 1, 2017 for existing facility, it

shall implement the following control requirements for leakage pollution from

the equipment and pipeline component.

5.3.2 Volatile organic streams shall, when it flows through the following

equipment and pipeline components, be subjected to leakage testing and

control.

5.3.4 Determination of leakage

Under the following conditions, it is determined that leakage occurs.

5.4 Other pollution control requirements

5.4.1 From July 1, 2015 for new facility and July 1, 2017 for existing facility, it

shall implement the following pollution control requirements.

5.4.2 For the production process and device of the synthetic resin enterprises

which produce air pollutants, it shall be provided with local or whole gas

collection systems and purification treatment devices, to ensure emission after

up to standard. The height of the exhaust funnel shall be determined according

to the requirements of environmental impact assessment, and shall not be less

than 15 m.

6 Monitoring requirements for pollutant

6.1 General requirements

6.1.1 The enterprise shall, in accordance with provisions of relevant laws and

the "Administrative measures for environmental monitoring", establish an

enterprise monitoring system, formulate a monitoring plan, conduct self-

monitoring on the discharge status of pollutants and its impact on the quality of

the surrounding environment, maintain the original monitoring records, release

the monitoring results.

6.1.5 The verification of the output of synthetic resin enterprises shall be based

on statutory statements.

6.2 Monitoring and analysis of water pollutants

6.2.1 Monitoring sampling of water pollutants shall be carried out in accordance

with the provisions of HJ/T 91, HJ 493, HJ 494 and HJ 495.

6.2.2 The determination of the concentration of the water pollutant as

discharged from the enterprise shall use the method standards as listed in Table

10.

6.3 Monitoring and analysis of air pollutant

6.3.1 Monitoring sampling of air pollutants in the exhaust funnel shall be carried

out in accordance with the provisions of GB/T 16157, HJ/T 397, HJ 732, HJ/T

373 or HJ/T 75 and HJ/T 76.The monitoring of air pollutants at the enterprise

boundary is carried out in accordance with the provisions of HJ/T 55.

6.3.2 Equipment and pipeline components of synthetic resin industrial

enterprises shall be provided with numbers and permanent signs, the leakage

detection shall be carried out in accordance with the provisions of HJ 733.

7 Implementation and supervision

7.1 This standard shall be implemented under the supervision by the

environmental protection department of the people's government at the county

level or above.

7.2 Under any circumstance, synthetic resin industrial enterprises shall comply

with the control requirements for pollutant emission as specified in this standard,

take necessary measures to ensure the normal operation of pollution

prevention & control facilities.
