This standard is formulated for the relevant requirements of prevention and control work, protection of the environment, prevention and control of pollution, promotion of vanadium industrial production processes and advances in pollution control technologies.
This standard specifies the limits, monitoring and monitoring requirements for water and air pollutants in vanadium industrial enterprises, and is applicable to water pollution of vanadium industrial enterprises.

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1
Vanadium industrial enterprise vanadium industrial enterprise
Refers to the production of V2O3, V2O5 and other vanadium oxides from vanadium slag, stone coal, vanadium-containing solid waste or other secondary resources containing vanadium.
3.2
Characteristic production process and device
Refers to. (1) V2O5 production process and equipment with roasting, leaching, precipitation and melting as the main processes;
(2) V2O3 production process and apparatus with roasting, leaching, precipitation and reduction as main processes;
(3) Equipment for the treatment and comprehensive utilization of water and atmospheric pollutants related to these production processes.
3.3
Existing enterprise existing facility
Refers to the vanadium industrial production enterprise or production facility that has been approved for production or environmental impact assessment documents before the date of implementation of this standard.
3.4
New enterprise new facility
Refers to the construction, reconstruction and expansion of vanadium industrial construction projects approved by the environmental impact assessment document from the date of implementation of this standard.
3.5
Public wastewater treatment system
Refers to collecting waste water through sewage pipelines, providing wastewater treatment services for more than two sewage disposal units and draining can reach relevant rows

Effluent volume
Refers to the amount of wastewater discharged by a production facility or enterprise outside the boundaries of the enterprise, including various external wastewaters that are directly or indirectly related to production.

3.9
Benchmark effluent volume per unite product
Refers to the upper limit of the displacement of the production unit vanadium oxide product specified for the approval of the concentration of water pollutants.
3.10
Exhaust height
Refers to the height from the ground level where the exhaust cylinder (or its main building construction) is located to the outlet of the exhaust.
3.11
Standard condition
It refers to the state when the temperature is 273.15 K and the pressure is 101 325 Pa. The limits of atmospheric pollutant emission concentrations specified in this standard are based on standards.
The dry gas in the state is the standard.
3.12
Exhaust volume
Refers to the amount of waste gas discharged into the ambient air by the vanadium industrial production process and equipment, including various types directly or indirectly related to the production process and equipment.
Exhaust gas (such as environmental smoke collection, etc.).
3.13
Benchmark exhaust volume per unite product
Refers to the upper limit of the exhaust gas volume of the production unit vanadium oxide product specified for the approval of the concentration of atmospheric pollutants.
3.14
Excess air coefficient
Refers to the ratio of the actual air volume to the theoretical air demand during the operation of the industrial furnace.
3.15
Enterprise boundary
Refers to the legal boundary of vanadium industrial enterprises. If the boundary cannot be determined, it means the actual boundary.
4 Pollutant emission control requirements
4.1 Water pollutant emission control requirements
4.1.1 From January 1,.2012 to December 31,.2012, existing enterprises implement the water pollutant discharge limits specified in Table 1.
4.1.2 The existing enterprises shall implement the water pollutant discharge limits specified in Table 2 from January 1,.2013.
4.1.3 The new enterprise shall implement the water pollutant discharge limit specified in Table 2 from October 1,.2011.

4.1.4 According to the requirements of environmental protection work, the density of land development is high, the environmental carrying capacity begins to weaken, or the water environment capacity is small.

4.2 Air Pollutant Emission Control Requirements
4.2.1 From January 1,.2012 to December 31,.2012, existing enterprises implement the air pollutant emission limits specified in Table 4.
