3 Terms and definitions

The following terms and definitions apply to this standard.

3.1

Ink industry ink industry

Refers to the industry of preparing printing inks from pigments, fillers, binders and adjuvants, including homemade pigments and resin inks.

Comprehensive ink manufacturer

Refers to ink industry companies that produce pigments with an annual pigment yield of 1 000 t and above.

3.3

Other ink manufacturers other ink manufacturers

Refers to ink industry companies that do not produce pigments or ink industry companies that produce pigments with an annual production of pigments below 1 000 t.

3.4

Flat printing ink

Refers to the general term for inks used in various lithographic methods.

3.5

Dry lithographic ink planographic printing ink by dry method

It refers to a lithographic ink which is prepared by mixing and grinding a material such as a pigment dry powder and a binder.

3.6

Wet lithographic ink planographic printing ink by wet method

It refers to a lithographic ink which is mixed and ground with a water-based pigment cake and a material such as a binder.

3.7

Gravure ink gravure ink

Refers to the general term for inks used in gravure printing.

3.8

Flexographic printing ink

Refers to the general term for inks used in flexographic printing.

3.9

Base ink

It refers to an ink base prepared by uniformly mixing an aqueous pigment cake with an ink binder and removing moisture remaining therein.

3.10

Existing enterprise existing facility

Refers to the ink industry enterprise or production facility that has been completed and put into operation before the date of implementation of this standard.

3.11

New enterprise new facility

Refers to the construction, renovation and expansion of ink industrial facilities construction projects approved by the environmental impact assessment document from the date of implementation of this standard.

3.12

Effluent volume

Refers to the amount of wastewater discharged by a production facility or enterprise outside the legal boundaries of the enterprise, including various effluxes that are directly or indirectly related to production.

Waste water (such as domestic sewage, cooling wastewater, plant boilers and power station drainage).

3.13

Benchmark effluent volume per unit product

Refers to the upper limit of the wastewater discharge amount of the production unit product specified for the approval of the discharge concentration of water pollutants.

3.14

Public wastewater treatment system

Refers to collecting waste water through sewage pipelines, providing wastewater treatment services for more than two sewage disposal units and draining can reach relevant rows

4 Water pollutant emission control requirements

4.1 From January 1,.2011 to December 31,.2011, existing companies implement the water pollutant discharge limits specified in Table 1.

4.2 As of January 1,.2012, existing companies implement the water pollutant discharge limits specified in Table 2.

4.3 Since October 1,.2010, new enterprises have implemented the water pollutant discharge limits specified in Table 2.

4.4 According to the requirements of environmental protection work, the density of land development is high, the environmental carrying capacity begins to weaken, or the water environment capacity is small.

In areas where the ecological environment is fragile and prone to serious water pollution problems and special protection measures are required, the pollution of enterprises should be strictly controlled.

For emissions, companies in the above-mentioned regions implement the special discharge limits for water pollutants specified in Table 3.

5 Water pollutant monitoring requirements

5.1 Sampling of wastewater discharged by enterprises shall be carried out according to the type of pollutants to be monitored, at the monitoring location of the specified pollutant discharge, and there shall be wastewater

5.3 The frequency, sampling time and other requirements for monitoring the discharge of water pollutants of enterprises shall be in accordance with the national technical regulations on pollution source monitoring.
