1 Scope

GB 19079 of the provisions of this part of manned balloons and airships open spaces should have the basic conditions and the basic technical requirements. This section applies to the public open spaces balloons and airships.

2 Normative references

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 Balloon baloon No propulsion device, lighter than air balloon to provide buoyancy to support its weight, you can still stay in the aircraft in the air. Including hot air balloon, Helium balloons and mixed balloons.

3.1.1 Hot air balloon hotairbaloon Can only be obtained by heating air balloons lift. Balloon should not contain other gases other than air and the combustion products outside.

3.1.2 Helium balloon heliumbaloon Not equipped with air heating means, get lift lighter than air balloon by helium.

3.1.3 Mixed Balloon rozierebaloon Balloon gas lighter than air and air heating means are used.

3.2 Zeppelin airship There propulsion and maneuvering means to streamline airbag provide buoyancy to support its weight, and lighter-than-air craft. Including hot air airship, Helium airship.

3.2.1 Hot air airship hotairairship Can only be obtained by heating air lift the airship. Balloon should not contain other gases other than air and the combustion products outside.

3.2.2 Helium airship heliumairship Lighter-than-air helium to obtain at least 80% of the static lift airship.

4 Qualifying

4.1 Balloon and Airship pilot shall obtain the Chinese civil aviation authorities issued a driving license corresponding aircraft and annual effective Period.

4.2 Balloon and Airship pilot shall obtain civil aviation authorities issued a medical certificate, and in the period.

4.3 Commercial pilot flying balloons and airships shall acquire Chinese civil aviation authorities issued the corresponding commercial aircraft pilot license. 5 places, facilities and conditions

5.1 Site

5.1.1 shall meet balloons and airships take off and landing site.

5.1.2 takeoff, landing site clearance should meet the conditions, flat, open.

5.1.3 shall have been approved by the air traffic control sector airspace.

5.1.4 balloon and airship mooring point should be solid and reliable.

5.1.5 tethered balloon field length and width should not be less than twice the height of the ball itself, and in the perimeter security cordon set up.

5.2 Manned balloons and airships

5.2.1 balloons and airships shall obtain the Chinese civil aviation authorities issued a certificate of airworthiness and nationality registration certificate or equivalent documents.

5.2.2 balloons and airships should carry out regular inspections in accordance with the airworthiness requirements.

5.2.3 flying balloons and airships should be equipped with communications equipment.

5.2.4 balloons and airships should be equipped with fire-fighting equipment.

5.3 Auxiliary Facilities

5.3.1 The recovery vehicle shall be equipped with balloons and airships.

5.3.2 store fuel bottles have a dedicated warehouse equipment, fire fighting equipment should be placed in a prominent location.

5.3.3 shall be equipped with air-ground communication devices.

5.3.4 shall be equipped with wind direction and speed observation device.

5.3.5 Public instructions should be consistent with the identification GB/T 10001.1 requirements.

6 Security

6.1 should establish and improve public security, safety rescue, equipment maintenance and personnel system service job responsibility system.

6.2 should develop contingency plans to deal with sudden change in weather, the flight of special situations and other emergencies.

6.3 should "take a balloon and airship flying INSTRUCTIONS" and safety warning labels in a place prominently.

6.4 Balloon and Airship use and storage should comply with fire safety regulations.

6.5 emergency drugs and equipment should be placed in an obvious location for easy access.
