Scope
GB 16543-2008 is the English-translated version of 高炉喷吹烟煤系统防爆安全规程.
GB 16543-2008 specifies the basic requirements for preventing and protecting against pulverized coal explosions in bituminous coal injection systems into blast furnaces at ironworks, covering the design, construction, acceptance, operation, maintenance, repair and management of new, extended and reconstructed bituminous and mixed bituminous-anthracite injection systems; anthracite systems may refer to it.
After defining the system components (preparation, conveying and injection systems, bins, tanks, inert gases, venting tubes), it lists the hazard factors to be controlled and the responsibilities of designers, constructors and approvers, with at least 16 h of annual fire and explosion training for operators.
The design clauses set limits such as discharge cone angles of 65° to 70°, coal mill temperatures (not above 90 °C for lignite and 120 °C for bituminous coal), pipeline velocities of at least 25 m/s and 15 m/s, oxygen content of at most 8% at the mill inlet and 12% at the outlet and bin, explosion venting to GB/T 15605, check valves, nitrogen inerting and safety interlocks on pressure differences with the hot blast.
Further clauses govern construction and staged trial operation on anthracite, and start-up and running of the system. It replaces GB 16543-1996, adding new terms, hazard factors, design and training requirements, safety acceptance before trial runs and emergency plans.
Issued on 22 April 2008 and in force since 1 November 2008. Classification: ICS 13.230, CCS C67. The document runs to 10 pages, delivered complete in English translation.

Foreword
All clauses of this standard are mandatory except 4.11, 5.1.1, 5.1.2, 5.1.11, 5.4.8 and 5.1.14.
This standard replaces GB 16543-1996, Safety regulations for explosion prevention and protection on bituminous coal injection system into blast furnace.
Compared with GB 16543-1996, the main differences are as follows:
- the non-standard format of the original standard has been corrected (the title of Clause 2, "Referenced standards", has been changed to "Normative references"; the title of Clause 3, "Definitions", has been changed to "Terms and definitions");
- the terms and definitions "multi-pipe injection process", "mixed coal", "inert gas", "raw coal storage and transport system" and "venting tube" have been added;
- the person responsible for safety in maintenance has been added (see 4.1);
- the hazard factors to be controlled in design and production have been added [see 4.3 a), l), m), n)];
- more detailed and specific requirements have been set for the design departments of bituminous coal injection systems into blast furnaces (see 4.6);
- the safety training of operators of bituminous coal injection systems into blast furnaces has been detailed (see 4.9);
- safety requirements for "mixed coal injection" and "bituminous granular coal injection" have been added (see 4.10, 4.11);
- safety acceptance requirements before trial operation of blast furnace bituminous coal injection projects have been added (see 4.12);
- requirements for drawing up accident emergency rescue plans have been added (see 4.13);
- the requirements for flow velocity in coal conveying and coal injection pipelines have been changed (see 5.3.4);
- the requirement for water spraying devices in the raw coal storage system has been added (see 5.6.7);
- the safety measures to be taken in case of fire in pulverized coal bins and coal mills have been added (see 7.5.7, 7.5.8).
