Foreword
In order to carry out the "Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes", "Prevention and Control of Radioactive Pollution by the People's Republic of China Law "and other laws and regulations to control the import of raw materials for the waste of non-ferrous metals caused by environmental pollution, the development of this standard.
This standard specifies the environmental protection and control requirements of imported waste non-ferrous metals.
This standard is one of the series of control standards for imported solid waste environmental protection, applicable to the import of solid waste can be used as raw materials Catalog on the import of waste non-ferrous metals management.
This standard was first released in 1996, the first revision in 2005, this is the second revision.
The main content of this revision.
- Added the name of solid waste management for the import of waste non-ferrous metals;
- Increasing the requirement for external radiation penetration of imported non-ferrous metals;
- Adjusted hazardous waste control requirements;
- tightened the general inclusions and the control requirements of the powder;
- revised inspection requirements.
From the date of the implementation of this standard, "Imported as a raw material for solid waste environmental protection control standards - non-ferrous metals waste" (GB 16487.7-2005) abolished.
This standard was revised by the Ministry of Environmental Protection Soil and Environmental Management Division, Science and Technology Standards Division.
This standard is mainly drafted by. China Academy of Environmental Sciences.
This standard MEP approved on December 29, 2017.
This standard since March 1, 2018 implementation.
This standard is interpreted by the MEP.

The following terms and definitions apply to this standard.
3.1 Inclusions Carried-waste
In the production, collection, packaging and transportation mixed with other substances imported non-ferrous metals (not including imported solids Waste packaging and other materials to be used during transport).
4 Control standards and requirements
4.1 Radioactive non-ferrous metals imported waste pollution control should meet the following requirements.
a) Non-ferrous metals are not mixed with radioactive waste;
b) Waste non-ferrous metals (including packaging) of the external radiation throughout the radiation dose rate does not exceed the location of the import port of natural Radiation background value 0.25 µGy/h;
c) Surface non-ferrous metals alpha, beta radioactive contamination levels. any part of the surface of 300 cm2 of the maximum detection of water the flat average alpha does not exceed 0.04 Bq/cm2 and beta does not exceed 0.4 Bq/cm2;
d) non-ferrous metals in the non-natural radionuclide specific activity should be lower than the limits in Table 1.
Table 1 radionuclide specific activity limits
Nuclide specific activity (Bq/g) Beta-gamma mixture of unknown ingredients 0.3 Alpha mixture of unknown ingredients 0.1
4.2 Non-ferrous metals are not mixed with explosive bombs, shells and other explosive weapons ammunition.
4.3 Waste non-ferrous metals should be strictly limited inclusion of the following inclusions, the total weight should not exceed the weight of imported waste non-ferrous metals 0.01%.
a) airtight container;
b) Wastes from the National List of Hazardous Wastes;
c) According to GB 5085.1 ~ GB 5085.6 identification criteria for identification, where corrosive, toxic, flammable, anti-Other Hazardous Wastes with One or More Hazardous Characteristics
4.4 In addition to the wastes listed in the preceding articles, other non-ferrous metals should be limited to other inclusions (including wood waste, waste paper, waste plastics, Waste rubber, glass waste, particle size not more than 2mm powder and other waste mixed), the total weight should not exceed imported waste color 1.0% of the total weight of the metal, powder inclusions and contaminants (dust, sludge, crystalline salts, Metal oxide, fiber, etc.) should not exceed the total weight of imported waste non-ferrous metals 0.1%.
5 Test
