Foreword
In order to carry out the Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes and Radioactive Contamination Prevention and Control Law of the People's Republic of China Laws and regulations to control the import of raw materials can be used as scrap iron and steel caused by environmental pollution, the development of this standard.
This standard specifies the environmental protection and control requirements of imported scrap iron.
This standard is one of the series of control standards for imported solid waste environmental protection, applicable to the import of solid waste can be used as raw materials in the directory Import and scrap management of scrap iron and steel.
This standard was first released in 1996, the first revision in 2005, this is the second revision.
The main content of this revision.
- Increased the requirement of external radiation penetration of imported scrap iron;
- Adjusted hazardous waste control requirements;
- tightened the general inclusions and the control requirements of the powder;
- revised inspection requirements.
From the date of the implementation of this standard, "Imported as a raw material for solid waste environmental protection control standards - scrap steel" (GB 16487.6-2005) Repealed.
This standard was revised by the Ministry of Environmental Protection Soil and Environmental Management Division, Science and Technology Standards Division.
This standard is mainly drafted by. China Academy of Environmental Sciences.
This standard MEP approved on December 29, 2017.
This standard since March 1, 2018 implementation.
This standard is interpreted by the MEP.
Import can be used as raw material for solid waste environmental protection control standards - scrap steel
1 Scope of application
This standard specifies the environmental protection and control requirements of imported scrap iron.
This standard applies to the following imported steel scrap management.
Customs Product Code Solid Waste Name
7204100000 Cast iron scrap
7204210000 Stainless steel scrap
7204290000 Other alloy steel scrap
7204300000 Tinned steel scrap 7204410000 Produced by the machining of steel scrap (machining refers to car, planing, milling, grinding, sawing, file, cut, Chong processing)
7204490090 Not listed steel scrap
7204500000 Remelted scrap steel ingots

3 Terms and definitions
The following terms and definitions apply to this standard.
3.1 Inclusions Carried-waste
Other substances mixed with imported scrap in the course of production, collection, packaging and transportation (excluding imports of scrap iron Packaging and other substances to be used during transport).
4 Control standards and requirements
4.1 radioactive waste imported iron and steel pollution control should meet the following requirements.
a) There is no radioactive waste mixed with scrap iron;
b) The external radiation penetration rate of scrap (including packaging) does not exceed the normal natural radiation at the location of the import port Background value 0.25 µGy/h;
c) The radioactive contamination of the steel surface with alpha, beta radioactive contamination is. a maximum detection level of 300 cm2 at any part of the surface the average alpha does not exceed 0.04 Bq/cm2 and beta does not exceed 0.4 Bq/cm2;
d) The specific activity of radionuclides in scrap steel shall be less than the limits in Table 1.
Table 1 radionuclide specific activity limits
Nuclide specific activity (Bq/g) Beta-gamma mixture of unknown ingredients 0.3 Alpha mixture of unknown ingredients 0.1 4.2 scrap steel is not mixed with abandoned bombs, shells and other explosive weapons and ammunition.
4.3 Iron and steel should be strictly limited inclusion of the following inclusions, the total weight should not exceed 0.01% by weight of imported scrap iron.
a) airtight container;
b) Wastes from the National List of Hazardous Wastes;
c) According to GB 5085.1 ~ GB 5085.6 identification criteria for identification, where corrosive, toxic, flammable, anti-Other Hazardous Wastes with One or More Hazardous Characteristics
4.4 In addition to the wastes listed in the preceding articles, other inclusions (including wood waste, waste paper, waste glass, waste glass, scrap Plastic, waste rubber, waste textiles, powder with particle size no more than 2mm, stripping rust and other wastes), the total weight is not should exceed 0.5% by weight of imported scrap iron, inclusions and contaminated inclusions not more than 2 mm in size of the powder (dust, Dust, sludge, metal oxides, etc.) should not exceed the total weight of imported scrap iron 0.1%.
5 Test
5.1 The standard test to take a random sample test approach to the import of waste containers shipped to take out of the box, dig box, unpacking /Bundles, sorting method of inspection, the bulk of imported waste by sea to open inspection and landing inspection methods, the bulk of land of imported waste to take out of the box inspection and floor inspection methods, if necessary, sent to the laboratory for testing (including radionuclide ratio Activity, hazardous characteristics, etc.). The results of random sampling test as a whole lot of goods inspection results.
5.2 The standard 4.1 test in accordance with the provisions of SN/T 0570 implementation.
5.3 This standard 4.3c) in accordance with the provisions of GB 5085.1 ~ GB 5085.6 test method.
5.4 The other provisions of this standard test in accordance with SN/T 1791.4 regulations.
