Foreword

In order to carry out the Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes and Radioactive Contamination Prevention and Control Law of the People's Republic of China Laws and regulations to control the import of raw materials can be used as waste paper or cardboard caused by environmental pollution, the development of this standard.

This standard specifies the import of waste paper or cardboard environmental protection control requirements.

This standard is one of the series of control standards for imported solid waste environmental protection, applicable to the import of solid waste can be used as raw materials in the directory Import waste paper or cardboard management.

This standard was first released in 1996, the first revision in 2005, this is the second revision.

The main content of this revision.

- Increasing the requirement for external radiation penetration of imported waste paper;

- Adjusted hazardous waste control requirements;

- tightened control requirements for general inclusions;

- revised inspection requirements.

From the date of the implementation of this standard, the "import of solid waste as a raw material for environmental protection control standards - waste paper or cardboard" (GB 16487.4-2005) Repealed.

This standard was revised by the Ministry of Environmental Protection Soil and Environmental Management Division, Science and Technology Standards Division.

This standard is mainly drafted by. China Academy of Environmental Sciences.

This standard MEP approved on December 29, 2017.

This standard since March 1, 2018 implementation.

This standard is interpreted by the MEP.

Import can be used as raw material for solid waste environmental protection control standards - Waste paper or cardboard

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1 Inclusions Carried-waste

In the production, collection, packaging and transportation of imported waste paper mixed in other substances (not including imported waste paper packaging and transport Other substances to be used in the process of losing).

4 Control standards and requirements

4.1 Radioactive waste imported waste pollution control should meet the following requirements.

a) Waste paper is not mixed with radioactive waste;

b) The external radiation penetration rate of waste paper (including packaging) does not exceed the normal natural radiation background of the port where the importation port is located 0.25µGy/h;

c) The radioactive contamination levels of alpha, beta on the surface of waste paper are as follows. the average value of the maximum detection level of 300 cm2 at any part of the surface is not Over 0.04 Bq/cm2, beta does not exceed 0.4 Bq/cm2;

d) The specific activity of radionuclide in waste paper should be lower than the limit of Table 1.

Table 1 radionuclide specific activity limits

Nuclide specific activity (Bq/g) 59Ni 3x103 63Ni 3x103 54Mn 0.3 60Co 0.3 65Zn 0.3 55Fe 300 90Sr 3 134Cs 0.3 137Cs 0.3 235U 0.3 238U 0.3 239Pu 0.1 241Am 0.3 152Eu 0.3 154Eu 0.3 94Nb 0.3 Beta-gamma mixture of unknown ingredients 0.3 Alpha mixture of unknown ingredients 0.1 4.2 imported waste paper is not mixed with abandoned bombs, shells and other explosive weapons ammunition.

4.3 Imported waste paper should be strictly limited inclusion of the following inclusions, the total weight should not exceed 0.01% by weight of imported waste paper.

a) waste paper that is incinerated or partially incinerated, waste paper that is contaminated with extinguishing agents;

b) airtight container;

c) Wastes from the National List of Hazardous Wastes;

d) According to GB 5085.1 ~ GB 5085.6 identification criteria for identification, where a corrosive, toxic, flammable, reactivity, etc.

Or other hazardous wastes of more than one hazardous character.

4.4 In addition to the wastes listed in the preceding articles, other imported wastepaper (including wood waste, scrap metal, waste glass, waste plastics, Waste rubber, waste textiles, waste sorbents, aluminum-plastic composite packaging, thermal paper, asphalt moisture-proof paper, paper stickers, Baptist wax paper, oil impregnated paper, silicone paper, carbon paper and other waste) mixed, the total weight should not exceed 0.5% by weight of imported waste paper.

5 Test

5.1 The standard test to take a random sample test approach to the import of waste containers shipped to take out of the box, dig box, unpacking/bundles, sorting of the inspection methods for bulk imports of seaborne cargo to take open-door inspection and ground-based inspection methods to import waste from bulk ground taken to open Box inspection and floor inspection methods, if necessary, to the laboratory for testing (including radionuclide specific activity, hazardous properties, etc.). random the results of sampling inspection as a whole lot of goods inspection results.

5.2 The standard 4.1 test in accordance with the provisions of SN/T 0570 implementation.
