Foreword

In order to carry out the "Law of the People's Republic of China on Prevention and Control of Environmental Pollution by Solid Wastes", "Prevention and Control of Radioactive Pollution by the People's Republic of China Law "and other laws and regulations to control as a result of the import of waste plastics as raw materials can cause environmental pollution, the development of this standard.

This standard specifies the import of waste plastics environmental protection control requirements.

This standard is one of the series of control standards for imported solid waste environmental protection, applicable to the import of solid waste can be used as raw materials Catalog on the import of waste plastics management.

This standard was first released in 1996, the first revision in 2005, this is the second revision.

The main content of this revision.

- Modify the definition of waste plastic;

- Increasing the requirement for external radiation penetration of imported waste plastics;

- Adjusted hazardous waste control requirements;

- Adjust the general inclusion control requirements;

- revised inspection requirements.

From the date of the implementation of this standard, "Imported as a raw material for solid waste environmental protection control standards - waste plastics" (GB 16487.12-2005) Repealed.

This standard was revised by the Ministry of Environmental Protection Soil and Environmental Management Division, Science and Technology Standards Division.

This standard is mainly drafted by. China Academy of Environmental Sciences.

This standard MEP approved on December 29, 2017.

This standard since March 1, 2018 implementation.

This standard is interpreted by the MEP.

Import can be used as raw material for solid waste environmental protection control standards-waste plastic

1 Scope of application

This standard specifies the import of waste plastics environmental protection control requirements.

This standard applies to the "import restrictions on imports of solid waste can be used as raw materials directory" in the following waste plastics import management.

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1 Waste plastics Waste and scrap of plastics

Waste plastics referred to in this standard refers to the thermoplastic waste produced in the processing of plastic and plastic products, scrap and defective products.

3.2 Inclusions Carried-waste

In the production, collection, packaging and transportation of imported waste plastics mixed with other substances (not including imports of waste plastics Packaging and other materials to be used in transit).

4 Control standards and requirements

4.1 radioactive waste imported plastic pollution control should meet the following requirements.

a) Waste plastics are not mixed with radioactive waste;

b) The external radiation penetration rate of waste plastics (including packaging) does not exceed the normal natural radiation of the place where the import port is located Background value 0.25 µGy/h;

c) The level of alpha, beta radioactive contamination on the surface of the waste plastic is. Maximum detection level of 300 cm2 at any part of the surface the average alpha does not exceed 0.04 Bq/cm2 and beta does not exceed 0.4 Bq/cm2;

d) The specific activity of radionuclides in waste plastics should be less than the limits in Table 1.

Table 1 radionuclide specific activity limits

Nuclide specific activity (Bq/g) Beta-gamma mixture of unknown ingredients 0.3 Alpha mixture of unknown ingredients 0.1

4.2 Waste plastics are not mixed with abandoned bombs, shells and other explosive weapons ammunition.

4.3 Waste plastics should be strictly limited inclusion of the following inclusions, the total weight should not exceed 0.01% by weight of imported waste plastics.

a) waste plastics incinerated or partially incinerated, plastic waste contaminated with extinguishing agents;

b) a complete plastic container used;

c) Sealed containers;

d) Wastes from the National List of Hazardous Wastes;

e) According to GB 5085.1 ~ GB 5085.6 identification criteria for identification, where corrosive, toxic, flammable, anti-Other Hazardous Wastes with One or More Hazardous Characteristics

4.4 In addition to the wastes listed in the preceding articles, other inclusions (including waste paper, scrap wood, scrap metal, Waste glass, waste rubber/scrap tires, thermosetting plastics, other metal-coated plastics, unfoamed foam plastics Materials and other waste) mixed, the total weight should not exceed 0.5% of the weight of imported waste plastics.

5 Test

5.1 The standard test to take a random sample test approach to the import of waste containers shipped to take out of the box, dig box, unpacking /Bundles, sorting method of inspection, the bulk of imported waste by sea to open inspection and landing inspection methods, the bulk of land of imported waste to take out of the box inspection and floor inspection methods, if necessary, sent to the laboratory for testing (including radionuclide ratio Activity, hazardous characteristics, etc.). The results of random sampling test as a whole lot of goods inspection results.

5.2 The standard 4.1 test in accordance with the provisions of SN/T 0570 implementation.

5.3 This standard 4.3e) in accordance with the provisions of GB 5085.1 ~ GB 5085.6 test method.

5.4 The other provisions of this standard test in accordance with SN/T 1791.1 regulations.
