Scope

GB 14374-1993 is the English-translated version of 航天推进剂水污染物排放标准.

GB 14374-1993 specifies the maximum permitted discharge concentrations of water pollutants from space propellants, set according to the destination of the discharge and by time period.

It applies to the management of wastewater discharges from propellants used in astronautics, to the environmental impact assessment, design and completion acceptance of construction projects and their later discharges, and also to organisations using hydrazine and amine fuels.

Discharges are restricted to Class IV and V surface waters under GB 3838 and Class III sea areas under GB 3097; two tables give limits for pH, BOD5, CODCr, suspended solids, ammonia nitrogen, cyanide, formaldehyde, anilines, hydrazine, monomethylhydrazine, unsymmetrical dimethylhydrazine, triethylamine and diethylenetriamine, with tighter values for projects approved from 1 December 1993.

It also sets the sampling points, a sampling frequency of every 2 h or 4 h depending on the production cycle, and the national analytical method for each pollutant.

It is the first edition, issued on 22 May 1993 and in force since 1 December 1993. Classification: ICS 13.040.50, CCS Z 62. The document runs to 4 pages, delivered complete in English translation.

Foreword

This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China and the Law of the People's Republic of China on the Prevention and Control of Water Pollution, and to prevent and control pollution of the water environment by space propellants.

Issued by the National Environmental Protection Agency and the State Bureau of Technical Supervision. Approved by the National Environmental Protection Agency on 1993-05-22; implemented on 1993-12-01.

Additional information: this standard was proposed jointly by the Department of Science, Technology and Standards of the National Environmental Protection Agency and the Construction Department of the former Ministry of Aerospace Industry.

This standard was drafted by the Seventh Design and Research Institute of the former Ministry of Aerospace Industry.

Principal drafters of this standard: Xu Zhitong, Wang Lancui.

This standard is interpreted by the National Environmental Protection Agency.

1 Subject content and scope of application

1.1 Subject content

This standard specifies, according to the destination of the wastewater discharge and by time period, the maximum permitted discharge concentrations of water pollutants from space propellants.

1.2 Scope of application

This standard applies to the management of the discharge of wastewater from propellants used in astronautics, and to the environmental impact assessment, design and completion acceptance of construction projects and to the management of their discharges after completion.

This standard also applies to organisations using hydrazine and amine fuels.

3 Technical content

3.1 Discharge destination

The pollutants specified in this standard shall not be discharged into waters other than Class IV and Class V waters of GB 3838 and Class III sea areas of GB 3097.

3.2 Standard values

3.2.1

Construction projects approved before 1 December 1993, and enterprises put into production after their completion, shall comply with Table 1.

Table 1 - Maximum permitted discharge concentrations of pollutants, mg/L: pH value: 6 to 9; biochemical oxygen demand (BOD5): 80; chemical oxygen demand (CODCr): 200; suspended solids: 250; ammonia nitrogen: 40; cyanide: 0.5; formaldehyde: 3.0; anilines: 3.0; hydrazine: 0.1; monomethylhydrazine: 0.2; unsymmetrical dimethylhydrazine: 0.5; triethylamine: 10.0; diethylenetriamine: 10.0.

Note: the standard values are the maximum values of a single monitoring.

3.2.2

Construction projects approved on or after 1 December 1993, and enterprises put into production after their completion, shall comply with Table 2.

Table 2 - Maximum permitted discharge concentrations of pollutants, mg/L: pH value: 6 to 9; biochemical oxygen demand (BOD5): 60; chemical oxygen demand (CODCr): 150; suspended solids: 200; ammonia nitrogen: 25; cyanide: 0.5; formaldehyde: 2.0; anilines: 2.0; hydrazine: 0.1; monomethylhydrazine: 0.2; unsymmetrical dimethylhydrazine: 0.5; triethylamine: 10.0; diethylenetriamine: 10.0.

4 Monitoring

4.1 Sampling points

Sampling points for hydrazine, monomethylhydrazine, unsymmetrical dimethylhydrazine, triethylamine and diethylenetriamine shall be set at the outlet of the workshop or of the treatment facility; other pollutants are sampled at the main discharge outlet.
