Foreword

This section was drafted in accordance with the rules given in GB/T 1.1-2009.

GA/T 946 "Code for Road Traffic Management Information Collection" is divided into 6 parts.

---Part 1: Motor vehicle driver's license business information collection and endorsement;

---Part 2: Motor vehicle registration information collection and endorsement;

---Part 3: Road traffic accident handling information collection;

---Part 4: Information collection on road traffic safety violations processing;

---Part 5: Information collection on road transportation of highly toxic chemicals;

---Part 6: Collection of auxiliary information for road traffic management.

This part is part 2 of GA/T 946.

This part replaces GA/T 946.2-2011 "Road Traffic Management Information Collection Specification Part 2: Motor Vehicle Registration Information Collection and Endorsement. Compared with GA/T 946.2-2011, the main technical changes except for editorial changes are as follows.

---Modified the scope and added the endorsement requirements of school bus signs (see Chapter 1, Chapter 1 of the 2011 edition);

---Modified normative references, added references to GB 24315, revised references to GB 7258, GA 36, GA 802 Use (see Chapter 2, Chapter 2 of the 2011 edition);

---Modified the classification of motor vehicle registration business, and added "School Bus Sign Approval and Issuance" (see Table 1, Table 1 of the 2011 edition);

---Modified the registration business information collection items, and added the collection items and posts of "new energy vehicles" and "new energy vehicle types".

Position and requirements (see Table 2, Table 2 of the 2011 edition);

---Modified the registration business information collection items, modified the "vehicle brand", "engine (drive motor) number", "engine (drive Motor) Model", "Power", "Energy Type", "Total Mass", "Height of Cargo Container", "Approved Number of Passengers", "Vehicle Type", and "Inspection Date" "Insurance Effective Date" and "Insurance Termination Date" item collection requirements (see Table 2, 2011 version of Table 2);

--- Modified the collection requirements for the "Validity Period of Inspection" item for changing the nature of the business information collection (see Table 6, Table 6 of the 2011 edition);

---Revised the business information collection items for moving out of the management jurisdiction, and added the collection items, positions and requirements of the "restricted driving area", and revised the name of the collection project with "Temporary License Plate Validity Period" and "Temporary License Plate Validity Period" (see Table 8, 2011 version of Table 8);

---Added new energy vehicle license plate business information collection items, positions and requirements (see 3.2.2.10);

---Modified the transfer registration business information collection items, added the collection items, positions and requirements of the "restricted driving area", and revised the "provisional the name of the collection item for the "Time Plate Validity Period" and "Temporary License Plate Validity Period" (see Table 13, Table 12 of the 2011 edition);

---Modified the business information collection items for the issuance of temporary driving license plates, and added the collection items, positions and requirements for the "limited driving area" (See Table 17, Table 16 of the 2011 edition);

---Modified the endorsement requirements of the motor vehicle license (see Chapter 4, Chapter 4 of the 2011 edition);

---Modified the endorsement requirements for the inspection mark of motor vehicles (see Chapter 5, Chapter 5 of the 2011 edition);

---Modified the requirements for the endorsement of the temporary driving license plate (see Chapter 6, Chapter 6 of the 2011 edition);

---Modified the endorsement requirements of the motor vehicle registration certificate and added the endorsement for the export of second-hand vehicles (see 8.2.10, 8.3 in the 2011 edition);

---Added the school bus label endorsement requirements (see Chapter 9).

This part was proposed by the Traffic Management Bureau of the Ministry of Public Security.

This part is under the jurisdiction of the National Road Traffic Management Standardization Technical Committee (SAC/TC576).

1 Scope

This part of GA/T 946 stipulates the information collection of motor vehicle registration business, motor vehicle driving certificate, motor vehicle inspection qualification mark, temporary the endorsement requirements of the hourly driving license plate, temporary entry motor vehicle license plate, motor vehicle registration certificate, and school bus sign.

This section applies to the collection and endorsement of motor vehicle registration information by the traffic management department of the public security organ.
