YD/T 7038-2026 describes the test methods for enhanced primary reference time clock (ePRTC) equipment. The tests include the input function test, local clock function test, local time scale processing function test, output function test and monitoring and management function test, as well as time error, wander generation, jitter generation, jitter tolerance, phase transient and phase discontinuity, and holdover tests. The document applies to the testing of ePRTC equipment, and also to the testing of combined equipment made up of an ePRTC and a telecom grandmaster clock (T-GM).

The standard is used by synchronization equipment manufacturers, telecom operators, and test laboratories that verify time and frequency equipment for communication networks. It is a voluntary industry standard, as shown by the /T in its code. It was approved by the Ministry of Industry and Information Technology, issued on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
