This document sets out the technical requirements for grading the intelligence level of access network operation management, and gives the grading method. The main content is the concept, scope, dimensions and general method of access network grading, the general process and grading method for intelligent access network operation management, and the scenario-based processes together with the technical requirements for grading their intelligence level. It applies to the development, design and testing work on grading the intelligence level of access network operation management.

Telecommunications operators, vendors of access equipment and management systems, and test and evaluation teams are typical users. The standard is voluntary, as the /T in its code shows. It was issued by the Ministry of Industry and Information Technology on 1 June 2026 and takes effect on 1 September 2026. It is a new standard, and no earlier edition is replaced by it.
