YD/T 7016-2026 sets out the technical requirements for grading the intelligence level of operation management of the optical transport network (OTN), and gives the grading method. The main content is the concept, scope, dimensions and general method of OTN grading, the workflow and grading method for intelligent OTN operation management, and the scenario-based processes together with the technical requirements for grading their intelligence level. It applies to the grading of the intelligence level of OTN operation management.

Telecommunications operators that run optical transport networks, vendors of OTN equipment and management systems, and evaluators who assess network automation use it. The standard is voluntary, as the /T in its code shows. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.
