YD/T 7011-2026 specifies the general framework of a network operation management knowledge graph. The framework mainly covers the roles that take part and their responsibilities, the interaction processes, the system capabilities and the interaction interfaces. A knowledge graph of this kind organizes facts about network equipment, faults and operating practice so that they can be used in operation work. The document applies to the construction, management and application of knowledge graphs for network operation management.

Telecommunications operators, vendors of operation support systems and teams that build knowledge graph platforms use it. The standard is voluntary, as the /T in its code shows. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.
