YD/T 7008-2026 is the English-translated version of 信息通信网运营管理智能化水平分级技术要求 移动通信网（第二阶段）.

This document specifies the second phase of the mobile network part of the technical requirements for grading the intelligence level of information and communication network operation and management. It mainly includes the functional needs, processes and graded technical requirements for intelligent energy saving in the 5G radio access network, and for intelligence in scenarios such as construction, maintenance and optimization of the 5G core network. It applies to the grading of the intelligence level of mobile communication network operation and management.

Mobile network operators, equipment vendors, and developers of operation and management systems are the likely users, for example when they set targets for network automation or assess a system's level. The standard is voluntary, as the /T in its code shows. It was issued by the Ministry of Industry and Information Technology on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
