YD/T 7003-2026 specifies the technical requirements for the congestion control function of switches that support the RoCEv2 protocol in intelligent computing centers. Congestion control keeps traffic moving when many devices send data at once, and it matters in the networks that link servers used for large computing tasks. The document applies to the research and development, production and procurement of RoCEv2-capable switches for intelligent computing centers.

Switch manufacturers use it when they design and build such products, and buyers at computing centers and operators can refer to it when they select equipment. Test teams may use it to check congestion control behaviour. The standard is voluntary, as the /T in its code shows. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.
