It applies to scenarios in which users access cloud resources and the internet through Internet Protocol over Ethernet authentication.

Telecommunications operators, vendors of address management and access systems, and developers of DHCP platforms are the likely users. The standard is voluntary, as the /T in its code shows. It was issued by the Ministry of Industry and Information Technology on 1 June 2026 and takes effect on 1 September 2026. It is a new standard.
