YD/T 6989-2026 sets out the general technical requirements for the operation and management of Source Address Validation in the Internet (SAVNET). The requirements cover four areas: data management functions, operation control functions, event alarm functions and interface requirements. In plain terms, the document describes what a management system must be able to do when it runs and supervises SAVNET, and how it connects to other systems. It applies to the research, development and deployment of equipment and systems that support SAVNET technology.

It is used by manufacturers of network equipment and management systems, by developers of SAVNET functions, and by network operators who plan to deploy and run the technology. The standard is voluntary, as the /T in its code shows. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.
