YD/T 6983-2026 sets technical requirements for traffic balance scheduling of IP networks within a digital twin network. They cover building the traffic balance scheduling capability of the twin network, its functional architecture and functions, data synchronization capability, and performance.

The document applies to verifying, through the simulation capability of the twin network, whether link-level traffic balance scheduling of the physical network is feasible. Network operators, vendors of digital twin and network control systems and research teams can use it. It is a voluntary standard of the communications industry. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.
