It applies to network operators, equipment suppliers and management bodies that use the QUIC protocol and that need to manage the deployment and use of QUIC in an orderly way. It gives these parties a common basis for deciding how QUIC traffic should be handled in a network. The standard is voluntary. The Ministry of Industry and Information Technology issued it on 1 June 2026, and it takes effect on 1 September 2026. It is a new standard.

YD/T 6970-2026 is a recommended industry standard of the People's Republic of China in the Telecom sector, approved and issued by the Ministry of Industry and Information Technology on 1 June 2026, with effect from 1 September 2026.
It is administered by the China Communications Standards Association.

This document sets technical requirements for the management and control mechanism of quick UDP internet connections (QUIC) when QUIC is deployed and put into operation. The requirements concern the protocol implementation and the traffic characteristics of QUIC.
