The document specifies security management requirements that card manufacturers in the telecommunications industry must meet for card-related information. The requirements cover the security management organisation and responsibilities, personnel security management, production security management, data security management, key security management, security management of hardware encryption equipment, physical environment security and information system security management.

It is a voluntary industry standard, as the /T in the code shows, approved by the Ministry of Industry and Information Technology. It was issued on 1 June 2026 and takes effect on 1 September 2026.
