The document specifies general requirements for the application of cryptography in the Internet of Vehicles. These cover overall requirements, technical requirements, management requirements and key management requirements. Cryptography application here means the use of cryptographic techniques to protect vehicle networking systems and the data they handle, and the standard states what such use must satisfy. It applies to the design, research and development, construction and operation of cryptography applications and systems in the Internet of Vehicles.

The standard is voluntary, as the /T in its code shows. Vehicle manufacturers, suppliers of in-vehicle and roadside equipment, platform operators, system designers and test laboratories are the people who would use it. The Ministry of Industry and Information Technology approved the document; it was issued on 15 April 2026 and takes effect on 1 August 2026. It is a new standard.
