The document sets out baseline security configuration requirements and testing requirements for user-side voice switching equipment used in telecom networks and the Internet, which is the private branch exchange installed on a customer's premises. The requirements cover account management, logs, the equipment itself, maintenance management and the physical environment. It applies to user-side voice switching equipment that basic telecom enterprises deploy on the premises of enterprise users such as those in manufacturing, finance and Internet businesses.

The standard is voluntary, as the /T in the code shows. Basic telecom enterprises that deploy and maintain such equipment, equipment suppliers and test laboratories are the people who will use it. It was approved by the Ministry of Industry and Information Technology, issued on 15 April 2026 and takes effect on 1 August 2026. It is a new standard and forms part of the series of baseline configuration requirements for telecom network and Internet security.
